A Lafayette man is in jail, accused of battering and neglecting a three-year old girl.

Lafayette police arrested Thomas Dexter, 31, of 3032 Phipps Court, for Neglect of a Dependent Causing Serious Bodily Injury and Aggravated Battery.

The charges stem from an incident yesterday morning when Lafayette Police received a call to help an unresponsive 3-year-old girl.

The child was taken to Home Hospital, then, transferred to Riley Hospital for Children in Indianapolis.

She remains there in critical condition.

Sergeant Scott McCoy says investigators found Dexter had been caring for the victim. McCoy says Dexter is the boyfriend of the child's mother.

Thirty-one year-old Thomas Dexter has been charged with battering and neglect that caused serious injuries to the child. Police say Dexter was babysitting the little girl for his girlfriend.

"It makes your blood boil anyone who would go after a little kid like that," said Brandon Richardson, a neighbor. Police say Dexter called 9-1-1 saying there had been an accident but they aren't buying Dexter's story. They say the little girl was truly a victim.

"no one deserves what happened to her. She's in critical condition receiving the best care possible," said Detective Scott McCoy. Police though say her injuries are extremely serious.

Thomas A. Dexter, 31, was charged Wednesday with neglect of a dependent causing death, a Class A felony, in connection with the death of Kimberly Snow.

Investigators are waiting on results of Kimberly's autopsy, which was completed Wednesday morning at Indiana University's School of Medicine in Indianapolis, Harrington said.

The preliminary cause of her death is hemorrhage due to blunt force trauma to the head.

The Lafayette Police Department was called to where Dexter lived with his girlfriend and her three children. Dexter is not the father of the kids, Deputy Prosecutor Laura Zeman said. Kimberly's siblings are ages 9 months and 6.

He was the only adult and Kimberly was the only child home at the time. Her mother, Amber Haper, and the baby were at a Women, Infants and Children appointment.

Dexter reportedly told investigators that he put Kimberly in the bathtub and, after being gone for a few minutes, found her face submerged in the water. But the first responding police officer noted that the girl's neck and right arm were dry to the touch.

According to a probable cause affidavit, Dexter told police Kimberly's injuries occurred when he threw her in the air like a "circus act." He allegedly said the girl's head accidentally struck the bottom of the tub.

Dexter also reportedly said the girl's head struck either the door frame or a wall as he carried her out of the bathroom.

But doctors at Riley said Dexter's story did not match Kimberly's injuries, which "were caused by inflicted trauma and could not be accidental."

A CT scan showed that she suffered a subdural hematoma, or a type of traumatic brain injury that causes blood to pool around the brain. She also had retinal hemorrhages in both eyes and a compression spinal fracture.

Kimberly's 6-year-old sister was interviewed by a child forensic investigator, during which time she allegedly said that Dexter would discipline them by spanking, smacking them in the mouth or making them stand in the corner but only when their mom was at work. She said "Kimmy" also got in trouble with Dexter and their mother when she peed her pants.

The girl's grandfather told investigators that he previously was concerned that Kimberly seems to get hurt while in Dexter's care. But he said the girl never said anything about Dexter or appeared scared of him.

Why didn't the grandfather do something? Anything? If I suspected for a heartbeat that someone was abusing my grandchildren, the perp would wish for death.

And don't these asshats read at all? Newspapers, the web? (other than porn, mean) The evil bathtub excuse never works.........

Dexter was charged with neglect of a dependent causing death. He was being held Thursday on $100,000 bond.

A neighbor who didn't want to be identified told 6News that on the day Snow was injured, she heard a lot of banging, but no screaming or crying.

"I didn't think about calling for help, because I didn't think it was a situation like that," she said. "I'm the type of person that just mind my own business, but like I said, I didn't know that was going on."


Coleen Hamrick, who heads up the special advocates program for the Tippecanoe County Court, said it's important for everyone to be involved if there's any inkling of abuse.

"We should always have our eyes open to what's going on around us, in our neighborhoods, in our apartment complexes," Hamrick said.

and that is just really, really sad.

Why aren't these mothers more selective in choosing boyfriends. I wonder what her habits were. Was she desperate for some action. Did she not see signs of an abusive person in her home or near her child?

I totally observe any person I'm with. I wouldn't even leave my dog with someone I wouldn't trust my child with and its never going to be a quick decision.

I think people need to have better parenting skills and the recognization of danger in a relationship and have the strength to get out of bad relationships.

Little Kimberly had a life. She had a big sister Sarah, and new baby sister Allison. She loved playing with sister Sarah, and smiled at the idea that now she was a big sister to little Allison. She will never see her 4th birthday or more beautiful days in the park. She will miss baby girls first steps and fist words, as she tried to say her name. Her life was stolen from her, by a thief of life, a murderer of children.

I'm hoping the people closest to hear did not know she was being abused. Though her grandfather found it suspicious she often was hurt in the care of Thomas Dexter. Mom says this on her myspace..."i have kids so they have to love kids. i would do anything to protect my kids." My hope is she did not know of the abuse, that she had no real idea that this bastard could hurt little Kimberly. Hope, that is all we can give to Kimberly now. That she is at peace and loved and cherished as she so deserves.

This story breaks my heart as it speaks of so many other children who's lives are taken all too soon.
Rest in peace sweet one, you were the light of life...so sorry your light was stolen.

What a beautiful little girl. She has that amazing, cheesy smile that all little girls get when they learn they are SUPPOSED to smile when you take a picture. I love it. RIP sweet girl!

Agree that he is full of shit, and it is obvious he killed her, and not the tub, but I would leave a 3 year old alone in the tub to run get towels or something. She isn't going to just tip over and drown like an infant.
 
My house is small, and I leave my 3 yo in the tub, with the door open while I am going back and forth putting laundry away. I would literally be to her in 3 secs no matter where I was on the 2nd floor. She is old enough to understand she's not supposed to stand in the tub, and she loves baths, so she doesn't climb out.

So sad, had the neighbor been just a little bit nosy like me, always one ear and eye open to the kiddos in the neighborhood, a call to the police might have changed her fate. I hate that phrase, ..."mind my own business"....yeah, I can see that being a good thing in a lot of situations, but when done with the intentions of protecting a child, that could mean life and death.

Sweetest Kimberly, you were an angel on earth....now one in the heavens.
