Makya Bailey-Sullivan, 20, is being charged with one count of child endangering, court records show.
The complaint says officers were dispatched to an apartment on Camvic Terrace where they found a three-year-old boy at the back door.
Police reported that the boy was found wearing only a pair of pants and was shivering from the freezing rain coming down. His hands and feet were also bright red, court documents say.
Officers took the child to the hospital where he had on a dirty diaper and his body temperature was roughly 97 degrees.
Court records did not say where Bailey-Sullivan was when police arrived at her home.
