A young woman stabbed to death last week on the light rail in Charlotte had recently fled to the Queen City from Ukraine, according to a fundraiser for the woman’s family.

Iryna Zarutska, 23, was identified as the victim of a deadly stabbing on the Lynx Blue Line light rail system on Friday, Aug. 22. Zarutska had recently fled from war-torn Ukraine for a new beginning in Charlotte, according to a GoFundMe set up soon after Zarutska’s death.
Charlotte police said a man named Decarlos Brown, Jr. will be charged with first degree murder once he’s released from the hospital. Brown was reportedly somehow injured in the stabbing attack.

Court records show that Charlotte police had arrested Brown before -- most recently for reportedly misusing 911.
According to a January arrest record, Brown told responding officers during a welfare check that he believed someone gave him “man-made” material that was inside his body, controlling when he ate, walked, and talked.

Police had not given a motive for Brown’s alleged attack on Zarutska last week.

Decarlos Brown, 34, was arrested shortly after police responded to the scene. He was taken to the hospital with non-life-threatening injuries. He’s charged with first-degree murder.
Brown has been arrested multiple times since 2011, according to court records. Charges have included felony larceny, robbery with a dangerous weapon, and communicating threats. Almost all charges were dropped. He was charged with misuse of the 911 system in January. The charge is pending. Police conducted a welfare check on Brown, who told them he believed a person gave him a “man-made” material that controlled when he did things like eat, walk and talk, an affidavit said.


“Brown wanted officers to investigate this ‘man-made’ material that was inside of his body,” the affidavit said. “Officers advised Brown that the issue was medical issue and that there was nothing further they could do.”
The affidavit said Brown became upset with officers, called 911 to speak with police, and was arrested after hanging up. His attorney, public defender Brianna Buford, filed a motion questioning his “capacity to proceed.”

The fundraising pages suggested Decarlos Brown Jr. — a career criminal with no fewer than 14 arrests — is just as much a victim as Iryna Zarutska, the woman seen being knifed dozens of times in a random attack.

Helping the 35-year-old homeless suspect would also support the “fight against the racism and bias against our people,” one fundraiser reckoned.

“While what happened on the Blue Line was a tragedy, what we mustn’t lose sight of is the fact that Decarlos Brown Jr. was failed categorically by the judicial system and the mental health services of North Carolina, and as such is not entirely to blame for what happened,” one page claimed.
“Raising money to assist with legal fees for Decarlos Dejuan Brown Jr. Anything helps fight against the racism and bias against our people. Thank you for giving us a hand to push against this corrupt narrative,” another fundraiser spewed.
The platform moved to delete the pages as the backlash mounted and screenshots of the “psychotic” fundraisers spread like wildfire on social media.

“GoFundMe’s Terms of Service explicitly prohibit fundraisers that raise money for the legal defense of anyone formally charged with an alleged violent crime,” GoFundMe said in a statement.

“Consistent with this long-standing policy, this fundraiser has been removed from the platform and the donors who contributed to the fundraiser have been fully refunded.”

Charlotte Mayor Vi Lyles, a Democrat, is facing criticism over her response to the killing of Ukrainian refugee Iryna Zarutska, who was riding a Blue Line train in the North Carolina city when she was stabbed in a random attack.
In a statement sent by Lyles’ representatives to WCNC Charlotte, the mayor started out by offering "thoughts and prayers" to Zarutska’s family before discussing possible mental health issues for the suspect, Decarlos Brown, a felon with a lengthy criminal record.
"This is a tragic situation that sheds light on problems with society’s safety nets related to mental health care and the systems that should be in place," Lyles said in the statement. "While I do not know the specifics of the man’s medical record, what I have come to understand is that he has long struggled with mental health and appears to have suffered a crisis. This was the unfortunate and tragic outcome."
The mayor later added that incidents like the stabbing of Zarutska should "force us to look at what we are doing across our community to address root causes. We will never arrest our way out of issues such as homelessness and mental health."
South Carolina Rep. Ralph Norman, a Republican, warned residents of his state to "beware traveling to Charlotte while Mayor Lyles remains in office."

He called for the mayor to resign in the wake of her response to the attack.

"We don't need more 'compassion' for sick and twisted criminals," Norman said in a statement. "They need jail sentences. And this one needs the death penalty. Mayor Lyles should resign. Her statements of concern for this assailant make her unfit to lead a major city."
Lyles was not the only North Carolina leader to face backlash over a statement regarding the murder. Gov. Josh Stein, a Democrat, was scolded by the White House over a statement in which he called for increased police presence. While the Trump administration has pushed to increase law enforcement presence in major cities as a means to combating violent crime, a White House press secretary said Stein was putting the blame on the wrong people.

"He was arrested 14 times. The police did their jobs. You did not. And shame on you for trying to shift the blame," White House deputy press secretary Abigail Jackson wrote on X in response to Stein’s statement.

Lyles appeared to change her messaging on Monday afternoon after scrutiny over her earlier statements. In a letter to the Charlotte-Mecklenburg community, Lyles wrote that the attack revealed "a tragic failure by the courts and magistrates."

Fox News just reported that Decarlos Brown will be tried in federal court.

He probably will not get the death penalty because of his mental illness but will likely be locked up for the remainder of his miserable life.

A state psychiatric facility determined the man accused of killing Iryna Zarutska on a Charlotte light rail last year is “incapable to proceed” in his murder charge.

The case is expected to be delayed until the court deems his capacity “restored.”
According to a motion filed on Tuesday, April 7, Decarlos Brown Jr. was evaluated at Central Regional Hospital, and a report from Dec. 29, 2025, determined he was incapable of proceeding. A judge still has to decide whether to accept those findings.


Brown’s public defender is asking the court to continue the case, and specifically a hearing to determine whether the death penalty will be sought, for 180 days.

He needs to be put down.
