The Flagler County Sheriff's Office (FCSO) said that Ross Judy, 44, was taken into custody on March 16 after multiple 911 calls reported a 2-year-old child walking in the middle of the street in pajamas with a heavily soiled diaper.
Witnesses told the sheriff's office they initially saw the child in the front yard of a nearby home and, concerned for the child's safety, took the toddler back to the residence. There, they found Judy passed out in his bed, reportedly intoxicated.
Upon investigation, deputies uncovered dangerous tools, garbage, animal feces, and an emaciated dog with severe health issues inside and outside the home, according to the sheriff's office. The residence was littered with alcoholic beverage containers, bugs in toilet water, and a sink obscured by cigarette ash. Pill bottles, exposed razors, and hypodermic needles were scattered throughout, accessible to the child.
The sheriff's office said Judy was arrested on charges of child neglect without great bodily harm and abandoning an animal to die, sick, diseased, or infirm.
