Alleged, repeated sex abuse of a young girl has landed three adults behind bars.

Fifty-nine-year-old Frank Maier faces four counts of second-degree sexual abuse. According to court documents, Maier admitted to performing and receiving sexual acts from a female under the age of 12 on multiple occasions between May 2019 and April 2020. He was arrested last week.

Thirty-one-year-old Danielle Williams and 59-year-old David Joynes are both charged with second-degree sexual abuse and neglect or abandonment of a dependent person. They were arrested Tuesday night.

Court documents state both Williams and Joynes observed Maier abusing the young victim. Both told investigators they hesitated to report the incidents out of concern for their relationship with Maier. Police say Maier also told Joynes he wanted to have sex with and marry the victim.

Williams, Maier, Joynes and the victim all resided in a Des Moines apartment together with two other minor children.

A Des Moines man charged with sexually abusing a child will not stand trial after a court found he is not and will not be able to understand and take part in proceedings.
Prosecutors moved Friday to dismiss charges against Frank Maier, 60, who had faced four separate counts of second-degree sexual abuse. The county instead is seeking to have him civilly committed to a state institution.
According to court filings, Maier's attorney requested he be evaluated for mental competency shortly after he was charged in May 2020, telling the court Maier was a "poor historian" who showed little ability to assist in his own defense. He was evaluated by three experts who gave differing opinions on Maier's competence to stand trial, but Judge Sandra Crane found most persuasive the findings of a state physician who reported that Maier demonstrated severe short- and long-term memory issues, struggling to retain basic details of a story or even to consistently identify his own age.
The charges against Maier stemmed from an investigation that also brought charges against Danielle Williams, 32, and her ex-husband David Joynes, 60, of Des Moines, were charged with second-degree sexual abuse and neglect or abandonment of a dependent person, court records show. They are accused of witnessing and failing to report Maier having repeated sexual contact with a young child.

Both Williams and Joynes agreed to guilty pleas of child endangerment Monday, court records show.
In his guilty plea, Joynes acknowledged that he knowingly acted in a way that placed a minor's physical, mental or emotional health or safety at substantial risk by allowing Maier to reside with him, according to court documents. Joynes also admitted to allowing Maier unfettered access to the minor without imposing safeguards as well as failing to immediately notify law enforcement upon learning about the abuse.
In her guilty plea, Williams admitted knowing that the child was subject to abuse and that she did not report the abuse to the police.

Daniel & David were probably taking money from Frank to give him access to the child.

They are all slow and stupid but not when it comes to taking benefits from the system.

I wonder if the child has any developmental disabilities as a result of being reared by these to dimwits.
 
So, he’s “slow” has short term recall disability, but he recalls enough that he repeatedly molested the child! Absolutely disgusting! His face is twisted! She’s 31!! That’s a HARD 31!! I hope the child can find a nice family who will care for her and get her the help she needs.
