Parents accused of locking their young children in a room covered in human waste and filth have been released from custody after Maricopa County prosecutors declined to file child abuse charges.
Sara and Arthur Jackson were released before their second court appearance Thursday morning. Prosecutors sent the case back to the Glendale police to gather more evidence rather than filing charges.
According to court documents, the couple’s 4- and 6-year-old boys were locked in a gated room covered in human waste. Police found feces smeared on the children’s mattress, walls and floors. The bathroom door was zip-tied shut, there was an insect infestation, and a gun was found under a pillow.
“These children were living in deplorable conditions. They were treated like animals,” said Jose Santiago from the Glendale Police Department during a press conference earlier this week.
Detectives said the children were taken to the hospital and medically cleared with no major immediate health concerns. However, according to court records, the young boys have never gone to school and have never seen a doctor.

“Without knowing everything that’s happening behind the scenes, I hate to say that the prosecutor doesn’t have enough evidence to prosecute this. They may be looking to see if there’s some additional charges they can bring,” said Smith.
Officials with the Department of Child Safety said they could not confirm if the children are still in their care, citing confidentiality laws.
