An Upstate man accused of urinating on child’s face pleaded guilty to a domestic violence charge.
According to the Oconee County Sheriff’s Office, deputies responded on May 20, 2024 about child abuse.
The woman told deputies that she heard a commotion coming from the bathroom, according to the sheriff’s office.
The incident report stated that Devan Blayne Kelley was urinating on the child’s face and in the child’s mouth nearly drowning the victim while saying “I hate you” or “I hope you die.”
During the incident, the report stated that the woman attempted to get the child but Kelley pushed her away.

According to the Sheriff’s Office, 32-year-old Devan Blayne Kelley had returned to a house to watch a movie after having multiple margaritas at a restaurant on May 17 at around 9:30 p.m.
Later, deputies said a witness heard things breaking in the bedroom where Kelley was also talking to someone.
According to deputies, Kelley was urinating on a child’s face causing the child to gag and struggle to breathe. According to warrants, the incident caused the child to nearly drown. Warrants also state Kelley shoved a woman backwards who was trying to reach for the child.
Deputies said a witness in the house claimed she heard Kelley yelling ‘I hate you’ and ‘I hope you die.’ The witness also told deputies they were unsure why he became so upset. They go on to say they waited to contact law enforcement until May 20, due to threats he made to kill the child.
Kelley is facing unlawful place a child at risk of or cause of harm or willfully abandon the child and domestic violence charges.
