Police said the case began when Child Protective Services reported a runaway juvenile. Officers found the juvenile on Jan. 22 and confirmed she had been held in a hotel room against the wishes of her legal guardian.
Michael Moses, 40, was arrested on one count of kidnapping.
Bobby Mills, 49, was arrested on one count each of human trafficking, kidnapping, extortion and forcible rape. Bond was set at $1.6 million.
Richard Weir, 60, was arrested on one count of human trafficking.

Investigators said Moses held the juvenile in a hotel room earlier this year.
They said Mills forced the juvenile to perform sexµal acts between December 2025 and January 2026. Mills allegedly threatened to report her as a runaway if she did not comply. Police said the juvenile escaped by climbing out a window.
Police later arrested Mills. During questioning, Mills told investigators two people brought the juvenile to him and tried to sell her for about $30 and drugs, police said.
On Feb. 4, investigators determined Mann and Weir helped transport and sell the juvenile, police said. Both were arrested after warrants were issued.
Pruitt and Smith were later identified as suspects, police said. Investigators said the pair took the juvenile to several hotels along the Gulf Coast and to New Orleans. Police said investigators believe they moved her to different hotel rooms for sëx in exchange for money.
