Sheriff Joseph Lopinto said deputies were called around 7:40 a.m. to St. Germaine Apartments after a woman reported her 3-year-old son was dead. Deputies arrived to find the child deceased and the caller — the boy’s mother — suffering from multiple lacerations.
The mother was taken to a hospital for treatment. The child was pronounced dead at the scene.

The Jefferson Parish Coroner’s office identified the child as Josiah Winzy. The office said it would perform an autopsy Tuesday to determine the boy’s cause of death. Lopinto indicated the manner of death appeared to be homicide.
Lopinto said his deputies have not been able to interview the mother at this time and cannot provide any additional information on the investigation.

A Harvey woman accused of killing her three-year-old has been found incompetent to stand trial.
Alexis Welsh, 32, was arrested in August and was booked with first-degree murder in connection with her son's death.

She had a mental competency hearing on Wednesday, Nov. 5, where she was ruled incompetent to stand trial in her case.

Welsh was ordered to East Louisiana State Hospital to undergo treatment until her competency could be restored for trial.

Cause of Death: An autopsy by the Jefferson Parish Coroner’s Office determined the boy died of asphyxia due to suffocation/smothering.

Confession: According to investigators, Welsh admitted to killing her son, stating at the time that there was "just too much going on right now".
