A Canton couple is accused of keeping a 7-year-old girl, who weighed only 28 pounds, in a dog cage in the basement of their home, according to police and court records.

Lillian Cottrell, 29, and her boyfriend, Derek Mayle, 30, were arrested after a grand jury indicted them on charges of endangering children.

The child stayed with a relative for about two weeks in the summer of 2019, according to Assistant Prosecutor Dan Petricini. When the relative was preparing to drop off the child, “that’s when the child said, but I don’t want to go back to [Cottrell’s] house because I have to sleep in the cage,” Petricini said.

The relative has had full legal custody of the girl since then, Petricini said.

The charges were part of a secret indictment, which alleges that Cottrell and Mayle did “torture and cruelly abuse” the child from Jan. 1, 2019 to July 30, 2019.

A Canton police spokesman said the girl was kept in the dog cage as a form of punishment, and that it was locked with a pad lock.

Two older children lived in the home, but their custody has changed and they are living with a relative, Petricini said. Detectives don’t believe the other children were abused or neglected in the same way as the girl, according to police.

Cottrell and Mayle's bond is set at $1 million.

To shave a little girls head as punishment is some of the meanest shit ever. And he looks like the type to overreact towards children at minor incidents and have some nonsense power trip. Then take the kids out in smile in pics and tell everyone how amazing he is with them. I can only imagine the anxiety the girl had. Asshole.

my first thought was they did it so that people might not wonder why the little girl is so thin but assume she was sick and had treatments and the parents wouldn't be questioned or reported as people would normally think poor little girl i hope she gets better
 
]Lillian Cottrell, 29, told her attorney about an hour before Monday's hearing that she suffered a traumatic brain injury in the past that affects her memory, leading to a request for a competency hearing.

Stark County Assistant Prosecutor Daniel Petricini said he had learned of the development about 10 minutes before the hearing in Common Pleas Court.

Cottrell and her boyfriend Derek E. Mayle are both accused of harming the girl and putting her in the case for disciplinary reasons. Court records say they did "torture and cruelly abuse" the girl from Jan. 1, 2019 through July 30, 2019.

Cottrell and Mayle kept the child padlocked in a dog cage in a basement, Petricini said.

When the girl, then age 7, was removed from the home by Child Protective Services workers, she weighed 28 pounds, Petricini said.

Judge Frank Forchione voiced his displeasure with the abrupt change in plans but ordered the competency evaluation to determine whether Cottrell understands the legal proceedings and if she can aid in her defense.

"This has thrown a little bit of a wrench into the procedure of the case," Forchione said. "And I'm a judge that does not like surprises, and it's disappointing to me that this has been brought up at the eleventh hour — it just seems to me if you knew about this, that this would be brought to our attention."

Other children and a dog were living in the house with the girl, Stark County Assistant Prosecutor Daniel Petricini said previously.

The assistant prosecutor said the child has older siblings who were also removed from the home. Investigators found no evidence they were being treated the same way as the girl.

Another family member has since obtained full custody of the girl, according to the prosecutor's office.

A woman who admitted punishing a young girl by locking her in a dog cage received a maximum three-year prison term for child endangering.

She also received a blistering lecture from the judge for rolling her eyes and grinning as she was sentenced.

Lillian Cottrell, 29, of Canton, admitted to the third-degree felony charge at a hearing Monday in Stark County Common Pleas Court.

"You have dishonored the word `mother,'" Judge Frank Forchione said, describing the child abuse as "disgusting."

Watching the defendant on a video monitor, broadcast in the courtroom from the Stark County Jail, he suddenly chided her.

"Don't you laugh at me," the judge said in a booming voice.

"I'm not," she responded.

Forchione scolded Cottrell and said she didn't appear to grasp the seriousness of the trauma she's caused the victim.

"You think putting a 7-year-old in a cage is a good discipline?" he said. "You're going to find out very shortly it's not much fun because I'm going to give you the same. I'm going to lock you up in a cage and we'll see how you like it.

"A 7-year-old child is just a crown jewel of life," Forchione added. "They're not to be treated like some kind of animal — this is sickening."

The judge told Cottrell he would sentence her to 10 years if the law permitted it.

"That's how heinous this crime is," he said.

"Someone's got to speak up for that child and that person is me."

Cottrell didn't address the court when given an opportunity.

I love the judge ❤️ This dumb bitch will not experience half cruelty, pain and suffering that poor child is saddle with for life. She will have guaranteed meals, medical, friends and company, no cruelty or beatings and a fucking bed.. I hope whoever has her understands this child's need for physical attachment to people and things and makes her life as stable and caring as possible. Hopefully the child doesn't suffer from emotional attachment disorder.
