On March 4, officers with the Fairmont Police Department responded to a call of an unresponsive boy who was “not breathing,” according to a criminal complaint.

Upon arrival, EMS workers began rendering aid to the boy, but had to transport him to WVU Medicine Fairmont for treatment, officers said.

When the child arrived, “it was discovered that the juvenile had received several recent blunt force injuries to various parts of his body,” which included “bruising to the arms, bruising to the right hip, broken and missing teeth, and a shoe print shaped bruise to the right shoulder,” according to the complaint.

With the extensive injuries, he was transported to Ruby Memorial Hospital, where “it was discovered that there were other severe internal injuries,” which resulted in the child needing “to be intubated,” officers said.

When officers spoke to the attending physician, they learned that the boy “was not responsive to light, touch, or other stimuli” and had “little to no apparent brain activity” resulting in the boy being “placed on a ventilator to sustain life,” according to the complaint.

As a result, Walter Richardson, 33, of Fairmont, was placed under arrest for the abuse the boy suffered due to the boy being “in the complete care, custody, and control” of Richardson when the incident occurred, officers said.

Richardson has been charged with child abuse resulting in serious injury, malicious wounding and receiving/transferring stolen goods. He is being held in North Central Regional Jail, with bail set at $500,012.

The boy injured in an abuse incident in Marion County is not expected to survive as a result of injuries officers say he incurred while in care of Walter Richardson, 33, of Fairmont.

According to officers with the Fairmont Police Department, the boy named in Richardson’s complaint has been listed as “condition severe” with “unsurvivable injuries.”

Officers said that when the victim dies, Richardson’s charges “will be upgraded and enhanced.”

The Fairmont Police Department has released more information about an incident which left a 4-year-old boy dead as a result of abuse suffered while in the care of Walter Richardson.

In an updated criminal complaint with new charges for Richardson, officers with the Fairmont Police Department state that when they arrived on scene, they observed Richardson “with visible blood on his clothing.”

The 4-year-old boy, among his other injuries, had “lacerations to his lips and broken teeth,” and the child’s mother stated that the boy “was healthy and uninjured when she left for work,” according to the complaint.

The boy was left in the custody of Richardson, who is the mother’s boyfriend, at that time, officers said.

After waiving his Miranda rights, Richardson told officers that he and the 4-year-old boy “were alone at home after his[the boy’s] mother left for work”; Richardson told officers that “he then began wrestling with [the child] until he became injured,” according to the complaint.

Richardson “did not immediately call emergency services upon [the 4-year-old] becoming injured,” officers said, and when the boy was examined at the hospital, he had “in excess of 50 injuries,” to his body.

According to the press release, on March 6 it was determined that “the young child no longer had any neurological activity.”

Later, on March 8. “all bodily functions ceased,” and the boy was declared dead, at which point he was taken to the Office of the Chief Medical Examiner in Charleston for an autopsy, officers said.

On March 9 the previous charges of malicious wounding, child abuse resulting in injury and transferring/receiving stolen goods against Richardson were dismissed; Richardson is now charged with first-degree murder and child abuse resulting in death, according to the release.

Boomp well there it is, another one of those.

Worthless no-work child-assaulting home-squatting boyfriend masquerading as man; mom without proper social support to get her child into childcare that isn't a big financial drain (if even feasible); and mom at work. And I'll figure Mom saw warning signs. LOTS of fail all around, here. Kid definitely deserved far better.

So many of these ones, huh, just from our reading, here.

The mother of the 4-year-old boy killed in an assault incident which took place in Marion County on Mar. 4 has been charged with “death of a child by abuse” due to knowledge of previous abuse events.

According to a complaint filed by the Fairmont Police Department, the incident on Mar. 4 resulted in the child’s death on Mar. 8, and at the time, Walter Richardson, 33, of Fairmont was charged with first-degree murder and death of a child by abuse.

Officers said that Richardson was the boyfriend of the deceased boy’s mother, Ashlee Allen, 27, of Fairmont, and that there was a previous suspected child abuse incident.

On Jan. 25, the 4-year-old boy was taken to Ruby Memorial Hospital “for a stay of a day and a half,” for injuries “that were not consistent with an accident,” and “were considered suspected child abuse,” according to the complaint.

During the Jan. 25 incident, the boy was in the care of Richardson, and Child Protective Services responded to the hospital and spoke to the child, who stated that Richarson “had intentionally hurt him,” and that he “was scared of Walter and did not feel safe with him,” officers said.

At that time, a temporary protection plan was signed by Allen, which would be in effect for seven days or until an assessment could be completed, that advised that Richardson “would not be around the child until an assessment was conducted Marion County CPS,” according to the complaint.

However, Allen returned to the residence, where Richardson still lived and had contact with the 4-year-old boy, two days after leaving the hospital; Allen “also advised she had not attempted to contact CPS to conduct the assessment,” officer said.

The complaint alleges that Allen “knowingly allowed Walter Richardson to act as custodian to juvenile [name redacted] on March 4th, 2021, while knowingly aware of previously reported child abuse involving Walter Richardson and the juvenile, which resulted in the death of juvenile [name redacted].”

Ashlee Allen was sentenced to 5 to 35 years in prison Wednesday in connection with the death of a 4-year-old boy.
Allen, 28, left the child in the care of Walter Richardson, 34, in 2021, who Allen knew abused the boy in the past.
Richardson is scheduled to go on trial beginning April 24 in connection with the boy’s death.

Walter Richardson, 36, entered a plea agreement on Monday during his trial for the first-degree murder of his girlfriend’s 4-year-old son in 2021.
According to court documents, Richardson was arrested on March 4, 2021 after putting the child in the hospital from abuse in Fairmont. His charges were upgraded to first-degree murder and child abuse resulting in death after the child died on March 8, 2021.

During his trial on Dec. 4, 2023, Richardson pleaded no contest, meaning he agreed to be convicted of the crime but did not admit guilt. As part of the plea deal, the charge of child abuse by a parent or guardian resulting in death was dismissed, but Richardson still faces life in prison for the first-degree murder charge.
On Tuesday, evidence will be presented to Judge David Janes to determine whether Richardson’s life sentence will be with or without mercy.
The child’s mother, Ashlee Allen, who knew the abuse by Richardson was taking place but did not report it, was sentenced back in January (5 to 35 years) to for charges of child neglect with injury, gross child neglect creating risk of injury or death, and gross child neglect resulting in death.

Additionally, two former CPS workers who failed to report abuse in the case, Breeana Bizub and Tabetha Phillips-Friend, pleaded no contest back in January 2022, agreeing to pay restitution.

I don't get the CPS workers charges. I don't mean that they don't deserve them, but how did they get singled out? And their names. Both of 'em seem slightly Satanic to me. Breeanna BIZUB and Tabetha Phillips-Friend. Not sure where the hell Bizub comes from (Poland, it turns out) and Tabetha, spelled this way, seems a lil' wicked to me. And don't get me started on "Breeanna"... :shifty:

A Marion County man who pleaded no contest in the murder of his girlfriend’s child will receive no mercy.

36-year-old Walter Richardson, of Fairmont, entered a no contest plea during his trial for the first-degree murder of his girlfriend’s son in 2021 on Monday, according to the Marion County Prosecutor’s Office.
Officials said Richardson’s case holds a minimum sentence of life in prison without a possibility of parole.

Richardson’s sentencing will occur at 2:30 p.m. on Feb. 26, 2024.

Walter Richardson, 36, was sentenced to life in prison without the possibility of parole on Monday for abusing his girlfriend’s 4-year-old child to death in 2021.
Before the sentencing hearing on Monday, Richardson made a statement apologizing to the victim’s family and the Fairmont community and asking for forgiveness.

After the ruling, Richardson’s attorney requested that he be incarcerated in a facility in northern West Virginia so that it would be closer for family members to visit him, but Judge Janes said that where he serves his sentence would be determined by the West Virginia Department of Corrections and Rehabilitation.
Ashlee Allen, the child’s mother who knew the abuse by Richardson was taking place but did not report it, was sentenced in January 2023 for charges of child neglect with injury, gross child neglect creating risk of injury or death, and gross child neglect resulting in death.

Additionally, two former CPS workers who failed to report abuse in the case, Breeana Bizub and Tabetha Phillips-Friend, pleaded no contest in January 2022 and agreed to pay restitution.
