The boy was arrested for a nonviolent offense at age 14. His case was adjudicated and he was sent to the facility in March 2017, when he was 15. It was his second time being sent there. His working-class parents, who both juggled two jobs, decided to practice “tough love” and decided not to visit their son in juvenile detention, Foley said.
Thomas was lonely and was set up with Sutter as his volunteer mentor. She visited him weekly to provide general support and friendship. Instead, the lawsuit says, she began grooming him. She met with him two times a week and routinely touched his genitals. She also encouraged him to touch her genitals and breasts, which he did on some occasions. The lawsuit says a conservative estimate is that the sexual abuse occurred 312 times.
The assaults left the boy deeply traumatized and he has since been diagnosed with PTSD and severe depression, said the father’s lawyer, Taft Foley. The young man has been suicidal, Foley said, and won’t come out of his room.
“He’s a broken child. He won’t make eye contact,” Foley said. “When you speak to him, he rocks back and forth.”

You know depends on what reports those people give on their (kids / inmates) privileges etc.. just like jail.. you can’t give consent.. you know as well as I do she threatened that poor kid and mom & dad had already shut the door to all reason and joined the tough love wagon.. not like they would have listened had he said something.. not like anyone listens to any of these troubled teens.. uummm they’re just creating more trouble.. right?!
