Rachel Heier, 38, is being accused of child abuse and torture after a Lucas County Children Services caseworker found kids living in conditions described as "deplorable" at her home in September.
The Lucas County Prosecutor's Office alleges Heier physically restrained and locked a child in a room, blacking out windows and blaring music into the room.

She's accused of giving that child laxatives, with no access to a bathroom, food or water.

"There were other children in the home at the time that this took place, so they were exposed to it. They would have witnessed it," a prosecutor said.

A Lucas County Sheriff's Office report states the kids in Heier's care were removed by Lucas County Children Services during that caseworker visit in September.

Rachel Heier was sentenced to spend the next three years in prison, after she pleaded no contest to a charge of child endangerment - one of several charges that stemmed from a Lucas County Children Services inspection of her home last year.

According to court records, Heier was convicted of third-degree felony child endangerment on Sept. 2. Upon her sentencing, four of the five other felony child endangerment charges were dropped.
The other counts with which Heier was charged included second-degree felony charges that alleged she had abused, tortured or cruelly abused at least one child, as well as create a substantial risk of physical harm and mental health impairment to the child. These all occurred in five separate incidents "on or about" Sept. 18, 2024, per court records.
