A Des Moines husband and wife are facing kidnapping and neglect charges after investigators say their 16-year-old special needs son was restrained using zip ties, confined to his bedroom for months, and denied food.

According to Capt. Amy Kramer with the Pleasant Hill Police Department, the charges stem from an investigation into potential child abuse after a concerned citizen contacted the Iowa Department of Human Services on February 22.

A criminal complaint in the case claims the citizen said 48-year-old Jennifer Ryan was bringing her 16-year-old special needs son to work with her at Smith Automotive in Pleasant Hill and zip tying him to a chair. Investigators found the teen zip tied by an ankle and a back pants belt loop to a chair that was adjacent to Jennifer’s desk at the reception area at her workplace. Investigators say he was deprived of water and not allowed to use the restroom for up to eight hours while at work with his mother.

Jennifer Ryan and her husband, 47-year-old Richard Ryan, are now charged with first-degree kidnapping and neglect or abandonment of a dependent person.

The couple was booked into the Polk County Jail early Monday morning.

Doctors at Blank Children’s Hospital diagnosed the teen with severe malnutrition. He weighed 78 pounds when he arrived at the hospital.

Further investigation found the teen was routinely confined to his room and forbidden to leave or use the restroom at night without the permission of an escort.

Court documents said Jennifer and Richard Ryan placed an alarm on his door to alert family members if he attempted to leave.

Authorities said the teen was not permitted to eat breakfast but usually ate lunch or dinner, which consisted of leftovers from the day before.

“(The teen) would sneak food when he could and hide it in his bedroom. If the food was discovered, he was punished by being deprived a meal,” court documents said. “He also endured physical abuse often being struck in the face or on the head with a wooden back scratcher or repeatedly thrown to the floor,” court documents show.

According to police, the teen suffered several non-healing abrasions and bruises from the abuse and bone deformities to one of his feet, believed to have been caused by wearing shoes that were too small.
 
An Iowa mother is fighting to win back custody of her 16-year-old son with special needs after the couple who adopted him were accused of zip tying and starving him.

Shelly Green has not seen her biological son since 2012 when she lost custody of him because of her alcohol abuse and poor living conditions. At age 7, he was placed into foster care at Jennifer and Richard Ryan’s home, and the couple later adopted him.

“I haven’t seen my son in over 10 years, and come to find out, he’s been abused the whole time,” Green said. “I felt sick to my stomach ever since I heard the news.”

Green says she’s now 10 years sober and desperate to get her son back. She has lived just blocks from him this whole time but says she wasn’t allowed to see him, even though the Ryans originally promised she could maintain a relationship with him.

“Four blocks away because I always told him I’d be close. If I would have ever known something like this was happening to him, I would’ve done something a lot sooner,” she said.

The boy’s two sisters were adopted back in 2012 by their paternal grandmother, Julie Reben. Reben says she tried to adopt the boy himself at the time but wasn’t allowed because she wasn’t his biological grandmother.

“They should go to prison forever. You take an oath. I was a foster parent for 10 years. I never would have dreamed of hurting a child,” Reben said.

Reben says she and Green have contacted the Iowa Department of Human Services to try to start the process of adopting the 16-year-old. The tight-knit family says they have overcome a lot.

“I know he is going to be traumatized, and I know the pain isn’t going to go away on its own. But with our love, I know this will work,” Green said.

“We’re strong, and we have a lot of faith. I believe that God’s gonna let us get him back. I really believe that,” Reben said.

An Iowa district judge has agreed to reduce Richard Ryan's sentence for false imprisonment, neglect and child endangerment.

Ryan was sentenced in April 2021 to serve up to 10 years in prison, but filed a motion asking the court to reconsider. On Jan. 3, a month after his wife Jennifer was sentenced to probation, Ryan's sentence also was reduced by Judge Jeanie Vaudt. He will now serve two years of probation. According to attorney Jennifer Frese, he was released from prison Jan. 5.

Jennifer Ryan's attorney, Jennifer Frese, said her client had learned from her errors and was glad not to have to subject her children to a jury trial.

"She made a terrible mistake. Jennifer is a sinner. We all are sinners," Frese said. "I don’t believe the criminal justice system will see Jennifer again. Jennifer is working with her probation officer and her therapist to be a better person."

We all are sinners," yes we are but we don't abuse and starve our kids..... she made a terrible mistake?? a mistake is something you do once and correct.. making your child go without one meal once is a mistake... starving your child till that child weighs 78 pounds at 16 years old is torture.... zip tieing your child to a chair for 8 hours is torture... it isn't because they couldn't afford a qualified sitter or no school available for your child but because you can't afford to sent them there cuz they will find the physical abuse you inflict on your child... physical abuse i torture.... none of what you did is a mistake it is something inflicted about a child by people with sadistic minds....
