A mother has been arrested and charged after her 2-year-old was found unresponsive inside a Glen Burnie home and later died with fentanyl in her system.

Tiffany Lynee Carr, 34, has been charged with involuntary manslaughter, child neglect, reckless endangerment, and related charges.


On August 17, officers responded for an unresponsive child, who was found lying face down on a futon inside the home when emergency responders arrived. The child was taken to a hospital and pronounced dead.

Homicide detectives conducted an investigation and recovered evidence from the home.
Charging documents obtained by WJZ reveal that investigators discovered a pill that fell from a futon cushion, a second pill behind the piece of furniture, and a crack pipe that was set on a table adjacent to the child.
Toxicology results showed that fentanyl was found in the child's heart blood, according to the police report.

"The manner in which the fentanyl would have been introduced into the 2-year-old's system would have been through ingestion into the body," the police report states.

Carr allegedly admitted to being the toddler's sole caretaker while using heroin and crack cocaine about four times a day, the police report states.
Court records show five months before her daughter's death, Carr was charged with crack cocaine possession during a traffic stop near Elvaton Drive and Starwood Court. She pleaded guilty in September.

A judge levied a one-year jail term, suspending all but nine days and two years of supervised probation.
 
This afternoon in Anne Arundel County Circuit Court, Tiffany Lynee Carr, age 35 of Glen Burnie entered a guilty plea to 1st Degree Child Abuse in the death of her two year old daughter Nevaeh. The State and Defense agreed upon a recommended sentence, and Judge Stacy McCormack sentenced Carr to 25 years suspend all but 10 years active incarceration in the Division of Corrections. Carr must also serve 5 years of supervised probation upon release, and undergo any substance abuse evaluations, treatment, and mental health evaluations as ordered by the Court.
Following the sentencing, State’s Attorney Anne Colt Leitess commented, “To say this is a tragedy is an understatement. Sadly, not a single person was in the courtroom today to speak on behalf of this child because there was no one else she could count on other than her mother. The actions of this Defendant were reckless, inexcusable, and showed total disregard for the safety of her toddler. This Defendant failed this child terribly and will have to live with the consequences.” Leitess added, “We will continue to fight every day to protect our most vulnerable.”
On August 17, 2024 at 7:15pm, Officers with the Anne Arundel County Police Department were dispatched for report of an unresponsive two-year-old girl. Upon arrival, officers found the child lying face down on a futon. EMS crews arrived and initiated medical protocols. Officers observed a cylindrical glass homemade smoking device lying on the end table adjacent to where the child was located. The child was taken by ambulance to the hospital. The child’s mother, Tiffany Carr the Defendant, and her boyfriend were transported to the hospital by police. All life-saving protocols were unsuccessful and the child was pronounced deceased at 8:19pm.
Investigators determined that the child had ingested Fentanyl at some point between Noon and 7:15pm on August 17, 2024 and the cause of death was narcotic (fentanyl) intoxication. Additionally, the Defendant revealed to investigators that she was addicted to and had consumed heroin at her residence at 6:00am and smoked crack cocaine at Noon on August 17, 2024. She explained that she had been sleeping on and off starting at around 2:00pm while the child was napping on the couch. When the Defendant woke up at 7:00pm, she found the child unresponsive and called 911. She performed CPR on the child and administered 2 shots of Narcan. Crime scene investigators recovered the smoking device and several drug capsules that tested positive for Fentanyl from around the futon in the residence.
