Raymond Howell Impeded The Breathing Of 12YO Child

Raymond Howell, 30, has been charged in Buffalo County Court with two counts of child abuse, assault by strangulation or suffocation, and terroristic threats. The charges, which involve four children under the age of 16, are alleged to have occurred between May 2023 and May 2024.

Court records indicate that Howell "knowingly or intentionally impeded the normal breathing or circulation of the blood of another person by applying pressure on the throat or neck of the other person, or did impede the normal breathing of another person by covering the mouth and nose" of a 12-year-old.

The complaint, filed by José L. Rodriguez, State's Attorney for Buffalo County, Nebraska, outlines several charges against Howell. These include placing a minor child in a situation that endangered the child's life or health, cruelly confining or punishing the child, and depriving the child of necessary food, clothing, shelter, or care.

Additionally, Howell is accused of threatening to commit a crime of violence with the intent to terrorize a child and cruelly mistreating an animal through torture, repeated beating, or mutilation.
