A Peoria couple accused of abusing and neglecting the man's two daughters were arrested Sept. 17 following an extensive investigation that began last year, according to authorities.

Jennifer Harrison Carrillo, 50, and Jose Carrillo Ayala, 49, face multiple counts of child abuse the Peoria Police Department announced in a Sept. 21 press release.
The man's children - a 9-year-old girl and her 12-year-old sister - reportedly suffered from prolonged mistreatment, including malnourishment and excessive punishment, police said. The girls were removed from the family's Peoria apartment over a year ago and placed into foster care. Their health has reportedly improved substantially since then.

The allegations came to light more than a year ago. The 9- and 12-year-old girls were removed from the Carrillos’ care last summer, but the couple was not arrested until this month. Peoria police said the delay was due to building the case and collecting evidence.
The claims that the couple hit, tied up and withheld food, water and bathroom access from the two girls date back to June 2025, when a neighbor at the Arrowhead Landing Apartments in Peoria called police.

The neighbor told officers he found a “scared” little girl hiding under his bench on his patio and that her parents were trying to “drag her out.” Detectives learned the victim lived in the unit above the caller and was 9 years old, but she looked more like a 5- or 6-year-old due to her small size.
The child told police she got in trouble with her stepmother, Jennifer, for the way she was “holding a book.” According to court documents, her punishment was to be left outside on the second-story balcony for four hours without food or water when it was 104 degrees.
“She was hungry. She was thirsty. So at that point, she decided to jump off of the balcony,” the prosecutor said.
Officers noticed the girl had injuries, and she was hospitalized for three days. Medical staff expressed concern she appeared malnourished, neglected and abused, weighing only 43.5 pounds.

“She was below the fifth percentile in weight,” the prosecutor said. “Her hair was falling out. Her teeth were not developing as they should. There was scabbing and scarring to her buttocks as well as to her older sister, her 12-year-old sister.”
The prosecutor outlined allegations involving prolonged mistreatment of the two sisters.

“Punishment that included having the daughters sit on some lids for a prolonged period of time and having to use trash bags to cover them up if and when they had to use the restroom,” the prosecutor said. “A shoelace being tied around the 9-year-old’s ankle that was attached to a door in order to ensure that she was not able to drink water at nighttime.”

After conducting interviews and reviewing medical and school records, the extensive investigation revealed a litany of alleged abuses against the girls, Peoria police highlighted.

"Investigators developed probable cause indicating the children had allegedly been deprived of adequate food and water, restricted from using the restroom, forced to remain seated for extended periods, physically restrained and struck as forms of punishment," police stated in the release.
In one instance, Ayala allegedly used his belt to strike the girls multiple times, police said.

On some occasions, the girls were forced to sit on plastic storage container lids that were covered in garbage bags in case they urinated or defecated while sitting, according to police.

The girls sat long enough that each felt pain in their buttocks, the records stated.
In another instance, the youngest daughter was punished for going into the kitchen in the middle of the night to drink a couple bottles of water, according to the filing. The parents, she said, allegedly tied a shoelace around her ankle and attached the other end to the door handle so she couldn't go into the kitchen for any more water.

"Water is held from both victims and only provided in small amounts when Jennifer deems," police said in the report.
The girls, who slept in the living room, were also restricted from using the parents' restroom whenever they wanted, as Carrillo didn't want them carrying their "bad vibes" through the bedroom, police explained.

Carrillo told police that the youngest daughter was only living with her and Ayala because the girl's grandmother in Mexico "couldn't ‘handle' her," the report stated.

The stepmother also said that when she tried to connect the girl with counseling services, she refused to participate, police said.
Neither Ayala nor Carrillo wanted to care for the youngest daughter, but they were forced to by the Department of Child Safety, Ayala reportedly told police.

He didn't know of his youngest daughter's existence until she was 3 years old, and didn't believe she was his biological child, according to the report. That's where much of the alleged mistreatment toward the girl and her sister stemmed from.
While talking to police, Ayala reportedly cried multiple times and acknowledged the abuse of his daughters was "not right," the record showed.

Based on medical records, Peoria police reported that the girls' health and physical development significantly improved. Between June 2025 and this past March, the 9-year-old gained about 27 pounds. Her sister similarly gained about 40 pounds from June 2025 to June 2026, according to police.
While the girls were reunited with the biological mother, they remain in the Department of Child Safety's custody, the report stated.

Jose probably knocked up the mama before he came to America and at some point mama came here to and the children were removed and placed with him and the dummy that is his now "wife."

Those children should be free of both of their parents and given a chance at a happy life.

Deport the adults to their shot holes or origin or hell for all I care.
