A self-described schizophrenic man was finally arrested for allegedly terrorizing his downstairs neighbor in their Washington Heights apartment building — only to be released immediately with no bail.


“Now I’m even more afraid,” the 22-year-old victim said of neighbor Roy Rodriguez, when told of his turnstile-justice release by a reporter Friday. “He knows I put him in jail and now he’s right out again.”


Rodriguez, 33, had first been carted to a psych ward by cops on Aug. 7, immediately after allegedly threatening to kill the neighbor with a brick and a knife at their W. 174th Street building.


He was back out the next day, only to finally be arrested Thursday after three “police inaction” stories in The Post.


But a newly elected Manhattan Civil Court judge who covered Rodriguez’s criminal arraignment ordered him sprung again, despite his admitting to cops that he had threatened the young woman.


Her name is being withheld by The Post due to her concerns for her safety.


“I was flustered,” Rodriguez allegedly told cops as he was hauled into Central Booking on Thursday.


“I felt like she was following me and she was going to do something to me,” he told cops, according to prosecutors. “I had a rock and I was going to throw it at her.”


His victim, meanwhile, insists it was a brick — and says that when she and her brother confronted Rodriguez after he threw it at her outside their building, he then threatened her with a knife and had to be held back by his uncle.


“The defendant menaced the complaining witness, who was his neighbor, two separate times with two different weapons, specifically a brick and a knife, within a short period of time,” Manhattan Assistant District Attorney Andrew Keenan told Justice Suzanne Adams, in requesting bail be set at $2,000.


Rodriguez’s court-appointed lawyer, Jessica Heyman, countered that Rodriguez had no criminal record and lives with family members who are now insisting he take his medications.


“My guess is that this case will be resolved with mental-health treatment,” she told the judge. “Hopefully he will be on track to be in a better condition.”


Adams, who was elected in November after running unopposed on the Democratic/Working Families line, ordered Rodriguez be released on his own recognizance.


“He got hospitalized for a day, then he got let out. He got arrested for a day, then he got let out,” the victim told The Post on Friday. “I’m just so disappointed in the system.”

I said I wanted to hurt MYSELF and ended up in a hospital unable to leave. Yet this mfka gets to skate?
I had a panic attack once and the ER doctor shot me up with so many meds I couldn't talk and then they sent me to mental health. Said I was uncooperative and kept me there for 36 hours.
 
I was saying earlier to my dad (I read the newspaper to him) that the woman needs to carry a baseball bat and hit him upside the head.

The relatives in the home do not want to lose what ever benefits he brings into the home. I doubt that they will enforce he takes his medication.

I also doubt that this woman and her brother did not contribute to the situation, but that is just the New Yorker in me.
 
Lifes not fair by any means, and while just letting him off the hook rather than getting him some sort of help for rehabilitation, This chick needs to move if she values her life. Those who stand their ground and complain about the justice system not "Working" knowing damn well the threat is real, only increase the odds they will continue to be victimized. Luckily this doesn't sound like a "Stalking" situation so best thing would be to move the hell out of there to a safer neighborhood.
 
He will be back on these pages for assaulting or killing the neighbour.
The system is failing the victim at what wiill become a terrible cost.
