The Kern County Sheriff’s Office arrested a man suspected of child abuse and torture.

William Davis, 32, was arrested and is awaiting court proceedings for alleged charges of child endangerment, false imprisonment and torture.

On Saturday at 9:30 a.m. KCSO deputies were dispatched to check the welfare of a 7-year-old who was possibly being abused. Neighbors said they saw the child hopping while bound until he fell. They immediately notified KCSO.

Deputies found the child bound at his ankles and wrists with zip ties, according to KCSO. They freed the child and checked the residence for other victims. No adults were located inside.

Detectives from the Special Victims Unit were called to assist. It was discovered the child was consistently bound by his father and locked alone in the home while the father went to purchase marijuana or went to work for up to 10 hours at a time, KCSO said.

While at home, the father would repeatedly strike the child with an unknown type of cord, KCSO said.

It was determined that the child lived alone with his father at the residence.

There are new details in a case involving a boy found bound with zip-ties and hopping down the street in Oildale. His father has been arrested and is facing abuse and torture charges.

According to documents when deputies went to arrest the father, William Davis, he asked why they wanted his cell phone and who would take care of his birds.

"It appeared he was more concerned about his phone and birds than he was with the boy," reported deputies.

According to the documents, the 7-year-old said he was tied up that morning with zip ties before his father left for work leaving the boy for 10 hours at a time.

The documents revealed that the boy had his hands zip-tied behind his back and his ankles were also zip-tied, during this time the boy was not able to eat, drink or used the restroom.

When asked how many times his father did this, the boy said 100 times.

The boy stated that he had lived in the complex for nearly a year, in that time CPS had been called on Davis after neighbors found the boy eating alone out of a trashcan.

The boy didn't know where his mom was, however, Davis stated she was out of state and they had been separated a year.

The boy's father often hit him with extension cords until he bled, and pulled his hair, causing his hair to fall out.

The documents also revealed the 7-year-old child was taken to Kern Medical for minor injuries, and while he was there they found various abrasions on his body.

Documents say they showed the father photographs of the injuries on the boy's body and noticed he “had a smirk or smile on his face for a brief period.”

Deputies on-scene collected evidence at the home including plastic cable ties, hemp cords, marijuana paraphernalia and a Google Nest camera, which allegedly recorded the day the boy hopped out of the apartment bound with zip ties and was later found by neighbors and deputies.

Davis faces one count of torture and five counts of willful cruelty to a child.

When William Davis left home for work — or to buy marijuana — he zip-tied his young son to prevent him from going outside.

The boy told investigators he estimated his father had tied him up 100 times. Sometimes the binds made him bleed.
After Davis’ arrest in June of last year, detectives showed him photos of his then-7-year-old son’s injuries. Davis smirked, according to court documents.


On Tuesday, Davis, 33, was sentenced to six years in prison after pleading no contest to willful cruelty to a child and battery with serious bodily injury. Other charges, including torture, were dismissed under the plea agreement.
There were scars on the child’s thighs. The boy told detectives they were the result of Davis hitting him with an electrical cord.
“While Davis was looking at the photographs, I noticed he had a smirk or smile on his face for a brief period,” an investigator wrote.
