BULLHEAD CITY — The Bullhead City Police Department just announced that Wednesday's raid on the home of Tania Grogan and Ralph Folster III also resulted in the arrest of Niki Fox, Freddie Lynn Nicholson and Jaime Medrano.

According to Emily Fromelt, spokeswoman for the BHCPD, Fox, 21, attempted to create a diversion Wednesday evening to give Folster, her boyfriend, a chance to escape.

Nicholson, Folster's 59-year-old mother, was arrested on charges alleging possession of drug paraphernalia and transportation of dangerous drugs.

I also just heard a news report that says they were cooking meth in the house.

So, was the guy in police custody for the charges the night of the murder before, or after he killed that poor little girl?? Trying to keep it all straight.

I believe according to the timeline he killed her, then went into custody on theft charges and was trying to say he was in jail for that so he couldn't have possibly killed her. And then they questioned him and he was released and he said what he said on facebook, then they turned around and charged him.

A Mohave County Superior Court judge has accepted a decision by Arizona state prosecutors to no longer seek the death penalty they had earlier sought for a man charged with killing an 8-year-old girl in Bullhead City.

Court documents show that Judge Lee F. Jantzen agreed Tuesday to accept the motion by prosecutors to withdraw their intention to seek the death penalty for Justin James Rector. They have said they nevertheless will still seek a first-degree murder conviction whenever Rector's long-delayed trial is held.

The Bullhead City man is charged with first-degree murder, kidnapping, child abuse and abandonment of a dead body in the September 2014 death of Isabella Grogan-Cannella.

She was strangled and her partially clothed body was found in a shallow grave.

The mother of a little girl who was murdered in September 2014 was sentenced Thursday to five years in prison on a drug charge.

Tania Ann Grogan, 30, pleaded guilty in August to the sale of dangerous drugs. She had been charged with conspiracy to sell dangerous drugs, sale of dangerous drugs and possession of drug paraphernalia.

Grogan’s attorney, Brad Rideout, cited his client’s age, her lack of criminal history, that she was cooperative with police and that she relapsed into drugs. Rideout said Grogan’s involvement was doing what Ralph Pat Leroy Folster III told her in packaging the methamphetamine. He also said it was a small amount of meth and she was involved in only one of the drug buys.

Rideout also said her other children have been placed with family members. Rideout said meth affects not only the defendant but other people in her family.

Grogan admitted to committing the drug crimes and spoke of her drug use. She started to sob when she said she suffered the ultimate price with the loss of her daughter. She said she wanted to serve her time and get back to her life.

Deputy Yavapai County Attorney Kevin Schiff said the stipulated sentence was acceptable.

Superior Court Commissioner Billy Sipe Jr. said

Grogan was not the most culpable compared with Folster, and the amount of meth was minimal. He understood the ripple effect of meth use that led to her daughter’s murder. As a private attorney, he has seen the devastating impact of meth in the county. The judge sentenced Grogan to the stipulated five years in prison.

The drug arrests occurred about five weeks after the murder of Grogan’s 8-year-old daughter, Isabella Grogan-Cannella. Justin James Rector allegedly kidnapped and murdered the child just after midnight Sept. 2, 2014, at the Lakeside Drive home after Grogan and Folster left the girl and her 10-year-old sister in the care of Rector and Nicholson to go to a department store.

A man charged in the 2014 murder of a young Bullhead City girl pleaded guilty Tuesday to first-degree murder, days after he made a surprising decision to represent himself in the case.

Justin James Rector was charged with first-degree murder, kidnapping, child abuse and abandonment of a body in the September 2014 death of 8-year-old Isabella Grogan-Cannella. She was strangled, and her partially clothed body was found in a shallow grave near her home.

The plea, entered in Mohave County Superior Court, comes with a sentence of life in prison with a possibility of parole after 35 years

Rector, 30, was a guest in the home of Isabella's mother and stepfather on Sept. 2, 2014 when she was reporting missing.

He told police he smoked methamphetamine throughout the day in the Bullhead City home. Isabella's other grandmother was babysitting while the girl's mother was at the store, authorities have said.

Her disappearance turned more tragic when her partially clothed body was found in a shallow grave the next day. A police detective testified in a 2016 court hearing that authorities had evidence she was sexually assaulted.

A medical examiner said the girl known at school as friendly, loving, obedient, beautiful and inquisitive had been strangled.

Rector's plea means he will avoid a trial that had been scheduled to begin in April.
