Kim Keeling, 52, is accused of taking a neighbors 2-year-old and refusing to return the toddler.
A deputy who arrived on the scene feared for the child's safety and climbed through a window of Keeling's apartment.
Keeling was found in the home holding the child and a rolling pin.
The child was unharmed and Keeling was taken into custody.
Deputies say Keeling told them she took the toddler away from the mother "because she was trying to protect her from falling down the outdoor stairs."
