William Swain has been charged with Murder, Felony Murder, Criminal Deviate Conduct and Criminal Confinement.

He's accused of the murder and alleged sexual assault of Arthur McPhaul.
On Oct. 19, 2000, McPhaul’s body was found in a hotel room off of S. Keystone Avenue near National Avenue. He had duct tape around his wrist and a telephone cord wrapped around his ankle.
The DNA profile from nail scrapings found on the McPhaul’s neck was saved, but a suspect could not be found.
“He was not even on our radar back then,” said Captain Roger Spurgeon, the lead detective at that time. “We questioned and talked to dozens of people back then.”
In July 2019, IMPD’s Cold Case Homicide Unit investigators were notified of a match in the DNA database identifying Swain as the suspect. A print recovered from the telephone at the crime scene also matched Swain.
Police continued to work on DNA evidence and on March 6, William Swain was arrested.
