A child abuse investigation has led to charges being filed against two people in Newton County with charges pending against another.
The two are charged with allowing sexual abuse to take place and locking children in a dog cage as a form of punishment.

Investigators say up to seven children were living in a residence at the time the abuse began.

Holly Brewer was charged with three counts of Class D felony child abuse with no sexual contact.

Billy Bresee was charged with one count of Class D felony child abuse with no sexual contact.
In a probable-cause statement, competed by a Seneca police officer, a witness said she and her sisters were subjected to sexual abuse by a separate adult male but Bresee “refused to do anything about it.”

The victim said the children had reported the abuse but Bresee said they “were lying and didn’t know what they were talking about.”

Bresee was also accused of keeping a “foldable dog crate to keep two children inside as a form of punishment.”

Codie Lee Wilder, 25, is facing charges of child molestation, sodomy and statutory rape.
The affidavit says an officer from the Seneca Police Department sat down on July 18 to interview one of the victims who is in close relation to Bresee. The girl told cops she and her sisters were “subjected to sexual acts” by Wilder. When she told Bresee about the sexual abuse he allegedly told her to go live with a relative and “didn’t do anything about” it. Bresee previously told the girls that “they were lying and didn’t know what they were talking about,” according to the affidavit
Wichita, Kansas, NBC affiliate KSN reports that Wilder’s alleged victims were between 12 and 14 years old. Wilder had been staying in the home with the victims. His probable cause arrest affidavit was not immediately available.
