Former Wichita Mayor Carl Brewer had a lot of experience comforting grieving families as the leader of Kansas’ largest city, but that experience did little to prepare him for his own family’s tragedy.

Wichita police discovered the body of Brewer’s 3-year-old grandson, Evan, encased in concrete last month after Brewer’s son, the boy’s father, had made repeated requests to the Kansas Department for Children and Families to check on the boy.

The tragedy has given Brewer’s campaign a new focus on the issue of reforming DCF, the state agency in charge of investigating child welfare complaints and administering the state’s foster care system. New information on a Wichita child whose body was found encased in concrete last year shows he had been reported to Kansas’ child welfare agency eight times, and one of those hotline calls never made it to an investigator.

Those details were in a stack of documents the Kansas Department for Children and Families released to the family of Evan Brewer and the Wichita Eagle late last week. The pages of hotline calls and reports — with some of the material redacted — were released after months of battling for information by Evan’s family and media outlets across Kansas, including The Kansas City Star.

The revelations have some lawmakers worried about the possibility of missteps in other high-profile child deaths in recent years, including the death of Adrian Jones in Kansas City, Kan. And it’s why, they say, more information must be provided immediately after a child dies so problems in the system can be fixed before another child is hurt.

“This is the tip of the iceberg,” said Rep. Russ Jennings, a Lakin Republican. “It can’t all be just about Wichita. No, it’s frightening. It really is, it’s frightening. I expect the more they dig, the more they're going to find.”

A House proposal that would make some information public after a child’s death will have a legislative hearing Tuesday afternoon in Topeka. Acting DCF Secretary Gina Meier-Hummel, as well as Gov. Jeff Colyer, have said they’re behind HB 2728, which would allow the public to know if there were hotlines calls and what the agency did in response to those calls.

When Meier-Hummel took over on Dec. 1, she pledged to be transparent as the leader of a troubled system that has been under intense scrutiny for the past two years. In addition to questions over several child deaths, the agency faced pressure after the public learned that more than 70 children were missing from foster care and that other foster children were forced to sleep in offices when no placements were available.

On Friday afternoon, Meier-Hummel met with Evan’s father, Carlo Brewer, and the family’s attorney to discuss the case, which DCF recently had reviewed. In that first face-to-face meeting with the father, Meier-Hummel admitted that DCF had made a mistake in Evan’s case, said Shayla Johnston, the family’s attorney.

In September, Wichita police discovered the body of the 3-year-old encased in concreteinside the home where the boy’s mother and her boyfriend had lived. Carlo Brewer had made repeated requests to DCF to check on the boy.

The acting secretary, Johnston said, became tearful at times on Friday and revealed that one of the documents in Evan’s file had been altered after the boy’s death. That document was related to a hotline call made on May 14 that wasn’t passed on to a social worker investigating the case.

The caller described violence in the home, possible meth use by Evan’s mom and her boyfriend and said the child was afraid in the morning to go to the bathroom because he would have to walk by the bedroom where the two adults slept. Because of that, he had accidents.

In most instances in the documents, Evan’s name is blacked out. But a stamp at the bottom includes EBrewer on nearly every page.

“When I see these records, I’m furious that my client is being told that DCF cannot legally give him documents with his son’s name on them,” Johnston said Monday of the delay in getting detailed information from the agency. “There’s nothing more showing of guilt than a government not giving their documents.”​
 
A 3 year old was tortured and murdered and all they had to do was their fucking jobs. So many reports of abuse were filed even right before they think he died. They didn’t file the reports correctly, they didn’t request a warrant so the cops could bust down the fucking door, and they lied to cover their asses. I know our CPS is woefully underfunded, our social workers overloaded because our state is only concerned with tax cuts, but his blood is on their hands.
Also, I heard the dad didn’t even know the kid was his until he was like 2. And he was still fighting to get this kid away from those monsters. This kid could have been saved.
 
Unfortunately in this country children are still treated like property and have little rights. Animals have more rights and protection.

Given how pisspoorly CPS runs itself and the decisions they make and their idiotic use of resources and priorities, the issue isnt only on the State and funding and a lack of workers. They make their own problems in a big way.

Three-year-old Evan Brewer’s mother says her boyfriend killed her son. She was there when it happened, she testified, and she said she is partially responsible for his death.

Miranda Miller and her boyfriend, Stephen Bodine, are both charged with first-degree felony murder in the boy's death. At a hearing Monday, Miller testified that the last time she saw Evan she was giving him CPR after Bodine slapped him and took him into the bathroom when he started screaming. It was on an afternoon in May 2017.

She said leading up to the assault, Evan had been sick for three days and was refusing food and drink. When he did eat, he vomited.

The morning he died, Miller testified, she had gotten Evan up from bed after he wouldn't lie still on his stomach. She took him into the kitchen for breakfast, but Evan refused food again. Bodine, she testified, said he needed to be force fed so she gave her son donuts and juice. To keep the boy from gagging on the food, she and Bodine hit him, she testified.

When Evan didn't eat fast enough, the pair ordered him to get down from the table and go stand in a corner for punishment. After a few hours of standing with his hands behind his back, Evan collapsed and wouldn't get up when he was told to.

Bodine, Miller testified, became angry, grabbed Evan to force him up then "hauled off ... and full-strength slapped him" with either an open hand or the back of his hand - she couldn't remember which. When Evan started screaming, Bodine took him into the bathroom and shut the door, she said in court.

When Bodine opened it a short time later, Evan's hair was wet and he was unresponsive, Miller said.

Bodine told her, "I need you to be as calm as you can be. And do CPR," she testified.

Miller said she tried to perform the CPR in the bathroom but there wasn't enough room, so they took him to the living room and then to Evan's room. She tried reviving him for 45 minutes, she said. "I got him to take a breath and then he stopped breathing again" at one point, she said.

A few days later in the laundry room of the rental house, Bodine mixed up several bags of concrete he and Miller had bought at two hardware stores and buried Evan's body in it, Miller testified. She said she had a "feeling he was going to put Evan’s body in concrete" when she heard the whir of his drill mixing the powdered cement with water.


"Stephen wanted to hurry up and take care of Evan before he started to smell," she testified.

Miller's testimony came during the first day of the preliminary hearing for Bodine, who is charged with killing Evan and then encasing his body in concrete in the laundry room of the house they rented at 2037 S. Vine in Wichita. His body was discovered by the landlord on Sept. 2.

Miller's account is the first that gives specific details about what exactly happened leading up to Evan's death and how he died. His autopsy didn't reveal a specific cause of death because his body was found in a significant state of decomposition, a forensic pathologist testified.

Evan's death has drawn attention not only because it involves the disturbing death of a child, but because it has raised questions about the child protection system in Kansas. It's also garnered attention because Evan is the grandson of former Wichita mayor Carl Brewer.

When she was asked by prosecutor Justin Edwards who killed Evan, Miller replied: “Stephen Bodine.”


“Were you there when he died?” Edwards asked.

“Yes,” she said.

“Do you share responsibility for the death of your son?”

“Yes.”

The preliminary hearing is to determine whether prosecutors have enough evidence to send Bodine to trial as charged. Miller on Monday morning waived her right to the same type of hearing. She entered a not guilty plea and agreed to testify against her boyfriend.

We all knew this baby went through some rough shit, but to see it in words is something else. How can you hurt your baby like this or let a sick psycho hurt and torture and kill your baby?

That's horrific. A 3 year old should get a time out no longer than 3 minutes. In that baby's case, he shouldn't be getting punished for being sick. That poor baby went thru hell.
 
Angry doesn't even begin to cover how I feel. She let him beat her child to death and did nothing.

I am disgusted and somehow not surprised at how this all played out.
She couldn't even be bothered to be honest to the father of the child about his existence it only makes sense she'd do all she could to erase him permanently.

That one got me too. He was sick for days and unable to eat probably as a result of internal injuries from abuse. They force fed and hit him when he couldn’t eat then had this sick, suffering baby stand for hours until he collapsed. So they beat him more and beat him to death.
The fear and pain that baby must’ve felt as he was tortured to death is soul-crushing to think about.

I hate people like this. There’s no way for a kid to avoid abuse no matter how compliant he is because just existing is enough to piss them off. Poor poor baby. :(
 
Testimony started Tuesday afternoon in the case of a man accused in the death of his girlfriend's three-year-old son.

Evan Brewer's body was found inside a concrete structure in September of 2017. The structure was located inside the house where Evan lived with his mother, Miranda Miller, and her boyfriend, Stephen Bodine.

Both were arrested in the boy's death, but Miller agreed to testify against Bodine in exchange for having her charge of first-degree murder dropped.

Bodine's defense team said during opening statements that without knowing a cause of death, there's no way to prove Bodine killed Evan.

Prosecutors argue evidence will show even lived in a "world of abuse" and they believe Miller's testimony will prove that Bodine is responsible for his death.

Evan Brewer's mother, Miranda Miller, is already charged in his death. She agreed to testify against Bodine in exchange for having her charge of first-degree murder dropped.

A Kansas man has been found guilty of first-degree murder in the horrific abuse and slaying of a 3-year-old boy whose body was found encased in concrete in the laundry room of his home four months after his death.

Stephen Bodine, 41, of Wichita, was convicted Wednesday in the May 2017 death of Evan Brewer. Bodine was also found guilty of child abuse, aggravated child endangerment and two counts of kidnapping. He will be sentenced December 17.
