After a little girl was found walking around the streets of West Hollywood alone, a man identified as her father was arrested, the Los Angeles County Sheriff’s Department exclusively told NBC4 Investigates Friday.
The 5-year-old child was spotted at around 11 a.m. Thursday after someone called 911, seeking help for the girl who was wandering around and asking for food.

She also had marks around her neck, officials from the sheriff’s department described. When doctors examined her, they found more signs of abuse on her body.
When deputies tracked down her residence after speaking with neighbors, they went to the house and found a man who identified himself as the girl's father.

Jail records show the child’s father is 33-year-old Cody Jefferies, who was booked for felony corporal injury on a child and neglect.

A child wearing nothing but a diaper and carrying an iPad crossed several busy intersections in Santa Clarita before she was rescued by a good Samaritan, according to the Los Angeles County Sheriff's Department.
The child, who appeared to have a developmental disability, was identified through contact information based on information on the iPad she had in her possession.

Authorities took custody of the child and located the child's mother at the address on her iPad.
Officials said the mother, identified as 28-year-old Michelle Negrellos, was asleep and allegedly intoxicated. When talking to sheriff's deputies, her speech was slurred, and she said she was unaware the child was missing, officials said.

Deputies felt the child would not be safe with Negrellos, who was arrested for felony child endangerment.

The child's father, who does not live with Negrellos, was located and took custody of the child.
The Department of Children and Family Services was notified and was monitoring the situation.

It it California so nothing is going to happen to either parent but getting their children back.

California will never learn -

Gabriel Fernandez - Palmdale, California
Anthony Avalos - Lancaster, California
Noah Cuatro - Palmdale, California

And now Emmanuel Haro - Yucaipa, California

The state of California has made out millions of dollars in settlements to the families of the children they have allowed to be murdered.

These two girls have a chance do not end them back to homes that will not provide love or safety.

Seriously vet the father of the second child to make sure she will be safe with him.

There is a case I heard of a few years ago where 2 children were taken from their mother and placed them in home with a male who had stabbed his 2 infant children in 2012. DSS claimed they did a background check but because the charges were not in the state he resided in they didn't catch it....

Truthfully, this is no one to protect these children though us tax payers pay extremely high salaries for these positions, no one actually does their dam job!

Two parents are in custody for the alleged abuse of their 5-year-old child in West Hollywood.

A neighbor reportedly called 911 after she came to them asking for food.
At the center of an arraignment in an L.A. County courthouse on Tuesday was a child abuse investigation that began in West Hollywood last week. According to prosecutors, a 5-year-old child knocked on a neighbor's door, who then called police.
"Knocked on the door, had lacerations on her and scabbing all on her neck, and asked for food," a prosecutor said in court.

The child's parents are accused of child abuse. Prosecutors say police searched the home and, through their investigation, believe the 5-year-old would be locked in a room to sleep on a wooden bed spring as discipline.

The child was transported to a hospital, where she is still receiving care.
"They believe she has a broken pelvis. She had large bruises all over her body. She had lacerations on her neck that were bruising and also seem to have been infected," the prosecutor said.
Cody Jefferies, 33, was identified as the child's father. He entered a not guilty plea.

Prosecutors say that, although he and the child's mother pointed the finger at one another, Jefferis allegedly admitted to hitting the child.

His attorney argued she did not have that information, and petitioned that he be released on his own recognizance.
"I don't see that in here. All I see is that the victim attributed all of the injuries to her mother, and that they were all caused by her mother, and she said that her father never, did not cause any of the injuries," his attorney said in court.

The judge denied that request, stressing that based on the evidence, including the child's injuries, Jeffries poses a danger to the public.
According to prosecutors, the child had lived with the parents for the last three months.

"There's no way that Mr. Jeffries couldn't see or know that all these injuries are occurring there. He's the natural father. He has an obligation to ensure that she's taken care of properly, taken to medical care if necessary," the judge said.

The mother's name is April Joy Cordova.

That poor girl had a broken pelvis and was still walking next door to ask for food? Poor baby, obviously she was taken care of elsewhere if they only had her living w them for 3mo. She needs to not be returned to them ever.
