A man and a woman who have been charged with child endangerment in the past now face multiple felonies after police allegedly found drugs and drug paraphernalia in their home within reach of four children.
According to charging documents, a probation and parole residence check of 27-year-old Cody Randalle Harper's home led to police involvement when Harper tested positive for methamphetamine use and both he and his his wife Allison Hong Pham, 26, allegedly admitted to smoking meth in the house with their four children present.
The children's ages are 6, 3, 2 and 1.
During a search of the residence assisted by the Rocky Mountain Drug Task Force, officers located meth, marijuana and paraphernalia for both drugs in amounts and packaging consistent with distribution, all in areas accessible to all four children, the affidavit stated.
Pham allegedly told police she sold meth out of the apartment to acquaintances in order to "get by" and admitted that the children could have been exposed to or ingested meth as a result of its presence in the residence.
In addition, the affidavit states the 2-year-old child was "covered head to toe in bruises" that had been concealed with makeup.
A CT scan of the child showed a skull fracture, and both Harper and Pham allegedly admitted to striking the child and using the makeup as an attempt to avoid a Department of Family Services investigation for physical abuse.
Harper and Pham are co-defendants in a 2017 child endangerment case, as well.
According to charging documents, law enforcement was called after Pham gave birth and the newborn tested positive for THC.
At the time, Harper and Pham, as well as a 1-year-old child, tested positive for methamphetamine and THC.
