"Two East Texas men have been arrested for beating a nonverbal autistic teenager in the head as well as choking him, according to an arrest warrant obtained by KETK News.

Bubacarr Ceesay, 24, was captured on a hidden camera of hitting a 19-year-old man, who is nonverbal, with a shoe on his head.

The victim has to be helped to the restroom during the night and Ceesay was seen hitting him with his shoe to wake him up.

The video was taken after the victim’s father set up a hidden camera because he “wanted to see what [he] did every day.”

According to the warrant, the abuse occurred at 12:35 a.m. on January 29.

Ceesay is seen using the side of the sole first and then hits the victim several times in the head. When he woke up, Ceesay struck him two more times with the back of the shoe.

In another arrest warrant, Auston Reed, 23, was captured on video grabbing the alleged victim by the neck, and hit him in the side of the head with an open hand, causing the victim’s head to snap to the side.

The 19-year-old cannot speak, so he was unable to communicate what was happening to him, according to the warrant.

The abuse happened at a group home owned by a company called Community Access in Tyler. The company said that the victim has been diagnosed with the following diseases and disorders:
  • Autism
  • Pervasive Developmental Disorder
  • Fragile X Syndrome
  • Impulse Control Disorder
  • ADHD
  • Autism Spectrum Disorder
  • Oppositional Defiant Disorder
  • Moderate Intellectual Disability
  • Hypercholesterolemia
  • Hypertriglyceridemia
  • Speech Impairment
  • Enuresis
Buddy Smith III, the home manager, confirmed to police that Ceesay was the one on video and that timesheet records show that he was the only one working at the time of the assault.

According to the warrant, Ceesay and Reed initially denied to police in an interview that they were the ones assaulting the victim. After police showed them the video, both confessed that it was in fact themselves."

I highly recommend every family of an institutionalized person set up cameras. After what I observed at that shit hole nursing home my mother was in and the barely better one I have a connection to now, it's really necessary if anything happens. The main problem when I reported a nursing home recently was no proof in the form of camera footage in the rooms and that none of the workers would tell the truth to investigators. When they told me that, I wasn't actually surprised but very disappointed and a bit concerned that it might appear I called with false allegations. I told the investigator that and also that I wasn't at all sorry I reported what I had been told. Even after all that, the owner hired a sketchy RN who wasn't giving the patients their meds and ignored photographic evidence when shown. She finally fired the bitch for some other reason and then said something about rehiring her because they were in a crunch. I was flabbergasted!
 
I loath people who prey on the mentally impaired, be it children or dependent adults, but there's a special place in the lowest circle of hell for those who abuse any person who's non-verbal, be it by autism, severe mental retardation, or dementia. They do this knowing that the victims literately have no voice, and therefore can not report to anyone what has or is happening to them - it's abhorrently vile, inhuman and inhumane.

Well, she passed away early in 2011 so now I advocate for others whenever I have the chance. I wasn't able to bond with my mother due to emotional abuse, but that didn't mean I didn't value the life or the care she gave me growing up. I wouldn't abuse my worst enemy over my personal feelings, no matter what I say here.

With fragile X syndrome as well, in most males with the genetic mutation the median IQ is around 55 with about +/- 10% drift factor for some patients. :(
Sadly, his IQ may not be high enough for him to be capable of understanding what "rights" are, let alone know that he has them, which makes what was done to him even more traumatic, and his tormentors more hideous.

I learned this back in the '80's, from one of the women who helped push it in into law - it's now been augmented here in the US to also apply to all children and dependent adults.
Everyone please take the time to read either of these, and accept full responsibility that *because you know this exists* YOU ARE OBLIGATED BY LAW to report when you see, hear, or suspect that any child, dependent adult, or mentally impaired person's rights are being violated, whether by abuse, discrimination or any other unlawful actions.

241st District Court Judge Jack Skeen sentenced him to 10 years in prison on each charge and they will run concurrently, meaning at the same time. If he serves the full sentence, he will be released in late 2030.

Reed did not speak except when addressed by Judge Skeen about the process.

An arrest warrant has been issued for the second man charged with beating a nonverbal autistic teen last yearafter he did not show up for a scheduled court hearing on Wednesday where he was expected to plead guilty.

26-year-old Bubacarr Ceesay was arrested along with Auston Reed in February of last year after being caught on a secret recording of them assaulting an autistic teen in the middle of the night.
Ceesay originally chose to plead not guilty last year after defense lawyers looked to have the recording thrown out, but the motion was denied by Skeen.
