A couple in Saline County are facing charges in connection to the death of one child and injuries to another.

According to Arkansas State Police, after arriving on the scene, troopers said officers found a 4-year-old boy injured and unresponsive. While transporting the child to a local hospital, special agents said that local police contacted the ASP Criminal Investigation Division to request an investigation.
The ASP said that the hospital contacted troopers Thursday informing them that the 4-year-old had died.

Special agents also noted that a 10-month-old boy was found Wednesday suffering from injuries. He was later placed into the custody of the Arkansas Department of Human Services.

Special agents arrested 24-year-old Halee Quantz and 23-year-old Roy Ross Thursday, and they are both facing first-degree murder and battery charges.

Quantz is the mother of the two children.

A mother and her boyfriend have both been formally charged with first-degree murder in connection with the February death of a 4-year-old child.
According to court documents filed last week in Saline County Circuit Court, Halee Quantz and Roy Ross allegedly "caused the death of (the child) by repeatedly striking (him) about the head."

In Feb. 2022, the Haskell Police Department requested the assistance of Arkansas State Police after a 4-year-old was found unresponsive at his home by Ross.
The child reportedly had a large bruise on his forehead and Quantz told first responders that the children had fallen at his father's house over the weekend. She also reportedly told police that the child had been left alone for the day with Ross and that Ross had just finished bathing the child. Quantz told police that Ross had stepped out of the bathroom and the child had fallen and hit his face on the toilet.
"Immediate observation of the victim's injuries did not fit this story," the trooper noted in the arrest affidavit.

Quantz reportedly also told police that the same day the child fell in the bathroom, his paternal grandmother took him to Baptist Health Medical Center of Hot Spring County in Malvern because there was bruising and swelling of the child's head.
"Scans were done of the victim and his condition seemed to improve while at the ER, and he was sent home with Halee and Ross," the trooper wrote.

Ross reportedly told police that the next morning, he went into the victim's room to check on him and found him to be unresponsive.

The child was taken to Saline Memorial Hospital and then transported to Arkansas Children's Hospital.
Dr. Karen Farst at Arkansas Children's Hospital spoke with police about the child's injuries.

"Multiple bruises were noted all over his body along with petechia and bruising on his neck and face, suggesting strangulation. A large bruise and subgaleal hematoma were also noted on the victim's face and head that would not be consistent with a single impact fall, rather than multiple significant events to the head," according to the affidavit.
During the course of the investigation, ASP also interviewed the victim's father who said that the weekend before his death the child had slipped on ice but was caught by his aunt and never hit his head. He also reportedly told police that the child showed no signs of injury or being sick prior to being picked up by Quantz.

The victim's father reportedly told police that shortly after the mother brought the child home, he had to go to Quantz's residence "to help calm the victim down because he was claiming to be afraid of Ross," according to court documents.

Following the victim's death, his half brother, 1, was taken into the care of the Department of Human Services. During a routine physical examination, Farst noted that the child had a fracture to the back of his skull.

A photo album full of memories brought tears to Connie Plummer’s eyes since it is all she has left of her great-grandson Maverick.

“He was the joy of our lives,” Connie said. “Maverick was my top gun. That’s what I always called him.”

The little boy was just four years old in the pictures. It’s the age he will be forever.
“He’s with Jesus now, but we would rather have him with us,” Connie said.

The day was Feb. 8, 2022. Connie got a call that Maverick was in the hospital.

“They found him unresponsive that morning at her [Maverick’s mother] home,” Connie recalled.
According to Arkansas State Police reports, the four-year-old was found “unresponsive in his bed by his mother’s boyfriend.” Connie is Maverick’s paternal great-grandmother.

“They looked at me and they said, ‘Granny, we don’t know what happened, but he’s in critical shape,’” she said.

The ASP report said officers saw a “large bruise” on Maverick’s head.
At the time, Maverick was living with his mother, Halee Quantz, and her boyfriend, Roy Preston Ross, in Haskell. Police said Ross told them Maverick had fallen out of the bathtub and hit his face on the toilet, but first responders say his injuries did not corroborate that story.
After spending two days in the hospital, Maverick passed away from his injuries. Police then arrested Quantz and Ross. Both were booked into the Saline County Jail for first-degree murder and battery.

“What mother can do this to their own child?” Connie asked.
She said her family has been waiting three long years for justice but felt blindsided when right before the trial, both suspects accepted plea deals.
According to online court documents, Ross pleaded no contest to manslaughter and received 10 years in prison. Quantz accepted a plea for permitting child abuse and will spend six years on probation.

“We were just kind of in shock,” Connie said. “How fair is that that we lose our child to two murderers and all they get is a spank on the wrist?”
Quantz does have another child who is Maverick’s little brother. He was just 10 months old when Maverick died. Arkansas State Police reports said the infant had a skull fracture and was placed in DHS custody. It wasn’t until late last year that Maverick’s father found out he is also this little boy’s father. They have since been reunited.

I hope her rights to the younger child were terminated and dad does the right thing and does not bring random women into the surviving little boy's life.

It is also a good thing that the baby killer was not the father so his family could petition the court for custody or visitation of the boy.

The baby killer is eligible for parole in 05/10/2026 hopefully he does the full ten years.

In Arkansas, "PE" stands for Parole Eligibility, and "TE" stands for Transfer Eligibility. These dates are used to determine when an inmate is eligible for parole or a transfer to a different correctional facility
