Police say they found 20-month-old Joshua Bowen unresponsive Saturday at a home on Centre Parkway. The coroner pronounced him dead at the scene. Two people were arrested: the child’s mother, Brianna Johnson, and Kyle Guindon. Court records say the two were in a relationship.

Johnson is charged with criminal abuse. Guindon is charged with assault, domestic violence, and criminal abuse.
According to Guindon’s arrest citation, the infant had “facial bruises that appeared to be in varying stages of healing.” It says the child was also malnourished and “severely underweight.” The citation describes a “serious blunt force injury” to the child’s eye, adding it “could have led to his cause of death.”

Johnson’s arrest citation says she “intentionally permitted another person to abuse her child.”

Guindon and Johnson appeared in court Monday afternoon. They both pleaded not guilty to their charges. Both are due back in court on July 17. Their bonds are set at $250 thousand each.
According to the U.S. Department of Health & Human Services, Kentucky is among has one of the highest rates of child abuse in the country. The Commonwealth’s victim rate for 2021, the most recent year of data released, was 14.7 per 1,000 children. Nearly double the national rate of 8.1 per 1,000 children.


Ben Kleppinger with CASA of Lexington says in recent years, Kentucky was the worst state for child abuse rates. While we’re no longer number one, we’re still in the top ten.

“There are a lot of kids in Kentucky who are being abused and neglected every year,” said Kleppinger.

He says all cases of abuse and neglect don’t look the same.

“There’s extreme situations where children have been physically or sexually abused. There’s a lot more cases where children just aren’t receiving the resources they need. They’re not getting a safe home, or they’re not receiving clothing, care, or food like they should. Sometimes there’s educational neglect, where parents aren’t helping the children get the education they need to thrive,” said Kleppinger.

It's been nearly a week since the heartbreaking discovery of 20-month-old Joshua Bowen's body inside a Lexington apartment at Lakeside Manor Apartments.
Constantina Day, who lives at Lakeside Manor apartments, says she has been filing complaints about the alleged abuse since March: "I know that if they took action sooner that baby would still be here."
Day was able to show us a case number she received on July 4.


"The first time was when I called for the child abuse. They came, they talked to them, they left. The second time they came was a month later," said Day. "The third time they came was Fourth of July and then they came two days later and they found that baby."
Day also called and emailed her apartment manager back in March about the alleged abuse and showed us that email.

"Because of my complaints, I couldn't even email them, but they told me to because they needed it in writing, and that was the best way to do it. But then after you do it you're blocked? Did they not want to deal with it? Did they not care?," Day questioned.
On one of our LEX 18 Facebook posts, others also said they had reported concerns to CPS about the baby's safety.


"You know you promote that 'if you see something say something,' and 'when you hear something say something.' And then when you all receive a report, actually follow through with it. Do a thorough investigation. Not everybody is out here spreading rumors trying to cause turmoil," said Day.
Day stresses that people and officials need to realize that when several reports are made, something is going on, and it needs to be taken seriously.
LEX 18 also reached out to the Department for Community-Based Services. They stated:

"We are saddened to learn of the passing of 20-month-old Joshua. We are currently investigating and cannot provide additional comment on the matter at this time.

However, the following is an overview of the process for when the Department for Community Based Services (DCBS) begins investigating allegations of child abuse or neglect.

DCBS follows guidelines as well as the Kentucky regulation standards of practice guidelines. The central intake system consists of nine regional service units who are dedicated to processing statewide reports of abuse or neglect both via phone and online. Calls are first routed to the closest region based on the caller’s area code. If those lines are full, the call routes to the next available central intake worker, which could be from a different part of the state. When online refferals are submitted and the worker completes the intake, an email will automatically be sent to the reporting source notifying them if the report meets or does not meet acceptance criteria. Central intake workers have two hours to process the report and submit for supervisory review and approval. The supervisor then has four hours to further review and make a final determination on if the report meets investigatory criteria that’s established in state law and policy. If a report does not meet criteria for an investigation, it still goes into an electronic documentation system in the instance of future reports being made on the same child/family. All investigations require in person contact."
 
She says he was a good father! And then claims she was afraid of him? The child at 20 months had just barely doubled his birth weight! They were beating him and starving him! My condolences to the Laudermilks, you did your very best, please know that.
 
LEX 18 has been following the death of a 20-month-old whose body was found in a Lexington apartment earlier this month, and now the toddler's family is speaking out.

20-month-old Joshua Bowen was found dead at Lakeside Manor Apartments in Lexington. Bowen's mother, 27-year-old Brianna Johnson, and 22-year-old Kyle Guindon, Johnson's boyfriend, were both charged with criminal abuse. Guindon was also charged with domestic violence assault.
"Every adult that should have put eyes on him failed him," claims Jennifer Laudermilk, Joshua Bowen's grandmother. "Every time that we got him, he was so wet that it would come through his clothes. I would have to wash his clothes and give him baths and things like that."
Laudermilk says she suspected abuse a year ago. Laudermilk's husband first made the phone call to report it last year in August.
"She didn't keep his bottles washed out. He wasn't shown a lot of attention. I'm not really sure she wanted to be a mom. Or maybe it was just too hard or something I don't know, I don't really know what the problem was," questions Laudermilk.

That's when Laudermilk and her husband decided to take matters into their own hands and get Joshua help.
"I reached out to CPS multiple times and asked for help and I was just told there would be no investigation," said Laudermilk. "I want to report it again. And I kept telling them everything that was going on and they seemed to be more concerned with, 'well when was the last time you saw any of this stuff?'"

On Saturday, July 6, Laudermilk recalls being at home when her husband walked through the door with the worst news possible; Joshua was dead.
"It crushed my heart. My husband came in and told me and it crushed my heart," Laudermilk recalls the horrific moment she fell to the ground, screaming. "I kept saying 'no, no, no, no, no.' It just— it just broke my heart. It broke my heart, and I just, I didn't want to accept it. I didn't want to accept it as being real."
Jennifer describes Joshua as a gentle and quiet baby boy. He wasn't even the crying type.

"If you talked to him, he would just coo and he would smile and he was so sweet. He was just a very sweet baby. He was sweet and he just wanted somebody to love him and be kind to him," Laudermilk describes through her tears. "He wanted to matter, and he mattered to me. He mattered to us.

A detective testified that the child had bruises on his face and that he was malnourished.
“His birth weight was 7 pounds 9 ounces, and the weight at death 20 months later was 15 pounds 5 ounces,” said Det. Matthew Collins, Lexington Police Department.

One of those bruises on baby Joshua’s body was a blunt-force injury to the eye. Police say that could’ve caused his death.
When they asked his mother and her boyfriend where it had come from, they claimed it was from him falling on a toy in their home or an accident.


“Mr. Guindon acknowledged that he smacked the child on the mouth and stated that his hand might have slipped and struck his eye. Either from him or the Godzilla toy that he alleged to have fallen on,” said Collins.
Police never found that toy in the home.
Within the arrest citation, police say Brianna ”Intentionally permitted another person to abuse her child.”


Police say Brianna was nine months pregnant at the time of Joshua’s death. She gave birth less than a week later. Kyle had been providing care for the children due to her state. She recounted her opinions of him in an interview with police.
“She believed him to be a good father. She did express that she was fearful of him. She said that he has punched holes in walls. At one point during the interview, she said that she believed that Kyle did, in fact, hurt her son,” said Collins.
Her defense claims that she, too, was a domestic violence victim.

The matter was forwarded to the grand jury.

Detectives also said the couple had another child living with them in the home at the time, a 6-year-old girl. They say they interviewed her and saw no physical injuries overall.

She is only now a victim because she does not want to go to prison.

She could have given Joshua to the grand parents and I don't her pussy poker would have cared.
