An Oakland Hills woman who worked at a Florida Department of Juvenile Justice facility in Ocala is behind bars after being accused of having sexual intercourse with a 16-year-old who was housed at the center.
Detective Frank Scala, with the Marion County Sheriff’s Office’s Major Crimes Unit, arrested 41‐year‐old Emily Amber Fitzgerald and charged her with one count of sexual battery on a person 12‐18 years of age by someone 18 years of age or older. She allegedly admitted to having sexual intercourse with the victim and several other juveniles at the Center for Success and Independence-Ocala while she was employed there, a sheriff’s office report states.
Detectives started investigating Fitzgerald in January after an administrator received a complaint from the victim’s mother. She claimed that her son was having a sexual relationship between March and September 2019 with an adult staff member who was later identified as Fitzgerald, the report says.
During an interview, the victim told investigators that Fitzgerald approached him and asked if he wanted to play “truth or dare.” He said Fitzgerald dared him to go into the freezer and show her his penis. He said when they went inside the freezer, he pulled his pants down and Fitzgerald “pulled” on his penis, the report says.
The victim said Fitzgerald approached him about three weeks later and asked him if he wanted to have sex. He said they went into a pantry and while having intercourse he told Fitzgerald they needed to stop. But she pulled him back and told him not to stop, the report says.
The victim told detectives that Fitzgerald would flirt with him and give him special privileges. He said she told him he couldn’t tell anybody what took place or they would both get in trouble, the report says.
The victim also said that Fitzgerald knew where surveillance cameras were placed inside the facility and that’s why they went into the freezer and pantry. He added that he had heard Fitzgerald was flirting with other boys in the facility but didn’t know their names, the report says.
