Tiffany and Mark Tuscan have been charged with child endangerment after children are found with bruises and scabies.

In September of 2023, officers of the East Cocalico Township Police Department responded to the Lancaster County Children and Youth Services due to a report stating alleged abuse and neglect of the two children.

According to the report, the children arrived at their biological father's house with bruises.

The children were then interviewed at the Lancaster County Children's Alliance Center, where police say the children appeared to be "coached" in their responses, providing untruthful statements.

When arriving to a follow-up interview, the male victim had "fresh bruising on the left cheek", according to court documents.

The documents show that the 7-year-old said his stepfather gets angry and struck him multiple times with a closed fist that results in bruising.

The children were treated for medical issues, where a doctor reported the 8-year-old female had a Norwegian scabies infestation and secondary skin infection, due to lack of care.

The Children's Alliance Center interview showed that the children were not properly fed at the Tuscan residence, and when asking for food or a bath, they would be yelled at by Mr. and Ms. Tuscan.

Court documents show that neither child is potty trained, and they are both still wearing diapers that have to be changed by parents.

Do you remember Debby Lynch?im pretty sure that I first read about her here.She had Down’s syndrome, she died from a combination of starvation dehydration a wicked case of these Norwegian scabies after her mother locked her up and just left her alone.. Whenever I hear/see that word I always think of Debby. :(

It will be interesting to find if the kids have any disabilities that are the reason they are still in diapers at their age.if not why did the bio-father not raise any concerns about that.
