Police said they were called to a home for a welfare check on a juvenile.
Police found the 8-year-old girl was living in the home with no working toilet, a cardboard box for a front door and garbage stacked in all the rooms so that the child was unable to sleep in her bed.
Police said there were also several boxes and dirty clothes around the home.
The child was placed in the custody of her father. Her mother, Mindy Smith, 44, was taken into custody.
Police said Smith also attempted to stab an 18-year-old man in the neck at the home during an argument that took place before they arrived.
Police said the man fended off the attack and left.
