An intuitive 10-year-old girl was able to escape from the grip of a registered sex offender as he attempted to kidnap her on Friday night, according to police.

The fifth-grader had ridden her bicycle to the Texaco gas station on the evening of Aug. 27 to buy a snack, KUTV reported.

Surveillance footage showed her waiting in line behind a man later identified as 44-year-old registered sex offender Richard Palmer, police said.

The little girl later told investigators she had an uneasy feeling about Palmer and that he “made her not feel good,” KSTU reported.

After she left the store and picked up her bike, the 10-year-old noticed the suspect pacing outside the business, police said.

She said she was holding onto her bike when Palmer suddenly grabbed her by her neck and tried to pull her away from her bicycle, KSTU reported.

The little girl screamed and fought back against her attacker, who ultimately let his combative, would-be prey go.

She jumped on her bike and sped off for home, where she immediately told her mother what had occurred, KSTU reported.

Investigators used the gas station surveillance footage and information given to them by the 10-year-old to identify Palmer as a suspect, KSTU reported.

Police said he confessed that he tried to kidnap her and that he planned to take her to a nearby vacant home to rape her.

Palmer was previously convicted of unlawful sexual activity with a minor and has been on the sex offender registry for the past 14 years, according to investigators.

I’m so glad she was a fighter and didn’t go quietly. It’s so important to make as much of a racket as possible, and even if they threaten you with a knife or gun, never go with them anywhere. id rather take the chance of being shot on the spot than get in a car or go with a predator.
 
14 years ago Richard Palmer was incarcerated with a 3rd degree felony for sexual activity with a 14-16 year old. He was held for 3 years 5 months, then released.

"Correctional" facility my ass! The scourge will grow ever-restless in their descent, multiplying suffering with torture. I'm not a lawyer, but I think they're putting him away no less than 20 years this time on attempted kidnapping of a minor. He'd better not make it out this time...

Yeah, once they’ve done time for a similar sex crime they decide it’s best to not leave a living witness. That kid would not have survived if she hadn’t gotten away. I hope that between these charges and whatever parole violations they can get, he goes back to prison for a very long time.

A 45-year-old man in Utah this week admitted that he tried to kidnap a 10-year-old girl whom he planned to take behind an a nearby abandoned house and rape until the little girl was able to fight him off.

Richard Rodney Palmer formally pleaded guilty to one count each of first-degree felony attempted child kidnapping and first-degree felony attempted rape of a child, the Standard-Examiner reported.

According to the report, Palmer and his attorney, Public Defender Randall Marshall, reached a deal with the Weber County Attorney’s Office wherein Palmer pleaded guilty in exchange for prosecutors downgrading the original charge of child kidnapping to an inchoate crime. (A type of crime completed by taking a punishable step towards the commission of another crime. The basic inchoate offenses are attempt, solicitation, and conspiracy. The crime allegedly intended is called the target offense. Except for conspiracy, inchoate offenses merge into the target crime.)

Palmer also reportedly agreed not to contest prosecutors sentencing recommendations of three years to life for the charge of attempted child kidnapping charge and 15 years to life for the charge of attempted child rape.

A probable cause affidavit obtained by the Gephardt Daily provided chilling details about Palmer’s plan for the young girl whom he spotted inside a convenient store at approximately 8:30 p.m. on Aug. 27, 2021.

Per the affidavit, the victim, who authorities did not identify by name, went into the store to “get a treat.” Once inside, she spotted a man who “made her not feel good.” The man, later identified as Palmer, exited the store and began pacing, which the victim told police “made her feel even worse.”

Palmer then began walking west on 4400 South, the same road and direction the victim had been traveling before stopping at the store.

“When the victim went to pass him, at approximately 1950 W. 4400 South, he grabbed her around the neck,” the affidavit reportedly said. “She screamed and yelled and held the bicycle and the male eventually let her go, she dropped her purse in the driveway of the house this occurred near. She rode home and told her mother.”

Officers with the Roy Police Department responded to the scene and reportedly found the child’s purse where she said the attack took place. Using surveillance footage from the store, investigators were able to track the car that Palmer was travelling in back to an address in Roy City, Utah that police reportedly said they recognized from a previous sexual assault case. Officers found Palmer at the address and took him into custody.

During an interview with detectives, Palmer allegedly admitted that he was “attracted” to the child and confessed to trying to grab her off of her bike before explaining his heinous intentions.

“Richard says he observed a young female that he believed to be 10 to 11,” the affidavit reportedly said. “When he left the store, he saw the girl leave. He said that he grabbed the girl and planned to take her behind a nearby vacant house and have sex with her or something.”

According to the Utah Department of Corrections sexual offender registry, Palmer in 2007 was convicted of third-degree unlawful sexual activity with a minor. He was imprisoned for just over three years before being released in October 2010.

Every comment above this is spot on: he cannot and will not be rehabilitated. Sadly, we don’t have the option of frying/injecting him to death. At least we can keep up with his case and try to ensure that he hs NO CHANCE of ever, EVER, seeing daylight.

I like the @Sejanus approach: just allow prison justice to work its magic...but if that’s not adequate, toss him in the car-eating machine…

…Okay, can we skip the “prison justice” part and just escort him directly to the car-eating machine? His ”three squares” and endless prison healthcare might better be given to a misdemeanor-type criminal.
 
A Roy man who tried to abduct and rape a 10-year-old girl has been sentenced to prison for at least 15 years.

Second District Judge Cristina Ortega on Tuesday ordered Richard Rodney Palmer, 44, to spend 15 years to life in prison on a charge of attempted child kidnapping and three years to life for attempted rape of a child. The judge said the terms would be served concurrently.
Palmer allegedly told Roy police he was attracted to the girl and his plan was to take her to the backyard of a vacant house where he stopped her “to have sex with her or something.”


Utah Department of Corrections records show Palmer is on the state sex offender registry after serving three years in prison before being paroled in 2010.
 
15 years, except that in prison he will be a good little boy and will probably be out in 3 to 5. Somebody needs to take this human shit stain out of existance because he'll do it again and again until he manages to kill a little girl because of his sexual compulsions.

Not that I don’t totally agree with the rest of your response, but I believe the 15-Life means he isn’t eligible for parole until after he’s served at least 15 years. Let’s pray it’s closer to life though, or rather death.
 
Anybody notice that he got 15 to life for kidnapping but only 3 to life for rape .. and what the fuck is up with all this concurrent bullshit?
i guess it is cuz it attempted rape that brave little girl fought him so he didn't rape her but oh boy how scared and afraid she will be for the rest of her live... she will live in a prison within her own self while he will be walking free as a bird grrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrr...and yea his next little one might not get away and found dead :( grrrrrrrrrrrrrrrrrrrrrrrrrrrr...

…so, a life sentence is actually on the table? The judge needs to view that as the deal of the century.

I hope the prosecutor pointed out that there is no such thing as “having sex with” a child (10 or 11 in this case). The phrase “having sex with” implies consent. One does not “have sex with” an 11 year old kid. The only proper term for such an event is RAPE, and if this tool bag cannot or will not recognize that, he will ALWAYS be a danger to little girls. The life sentence, or something close to it (frankly, anything over 20 years would be a win in this situation) is absolutely necessary for public safety.
