On Monday, 49-year-old Carlos Vieira of Lawrence was taken into custody in Haverhill after a month-long investigation.

Vieira is charged with two counts of aggravated rape of a child and two counts of indecent assault and battery on a child under 14.

Vieira, who has been a Lawrence police officer since November 1999, was placed on administrative leave "immediately after the department was notified of his arrest by the Massachusetts State Police," Lawrence Police Chief Roy Vasque said in a statement.

"This is an ongoing investigation, but the allegations against Officer Vieira are extremely troubling, and we take them very seriously," Vasque said.

Authorities began investigating in January when the victim's mother contacted the DA reporting that her 13-year-old son allegedly met Vieira using a social media app. She says Vieira allegedly engaged in sexual activity with him in the summer of 2018.

Vieira is scheduled for arraignment on Tuesday in Lawrence District Court.

Lawrence is hood as fuck (for New England anyway). They have all the drugs if you want them though, just a heads up for anyone interested.

Some people want to become cops to... I don't actually know why, and then there are many that just like to be violent and get away with it. Pretty sure serving and protecting was not this dude's life motivation.

This did happen almost a month ago if anyone's wondering, but there hasn't been a ton of info released (probably cause he's a cop).

Also... his victim isn't doing so well, apparently he's had a bit too much freedom over the years. I wonder what happened to him to make him seek out old kiddy diddler dudes on Grindr. Sounds like child prostitution, and that's definitely not a natural life route for a kid under the age of freaking 14.

A second man has been charged with raping the same teen Lawrence police officer Carlos Vieira stands accused of raping.

Daniel Ramirez, 36, of 5 Shawsheen Road, Lawrence was arraigned Thursday in Lawrence District Court on four counts of aggravated rape of a child and indecent assault and battery on a child under age 14.

Ramirez met the boy on the social media application GRINDR, allegations that mirror the same crimes, Vieira, 49, was charged with on Monday, according to court papers.

On Jan. 30, the boy was presented a 'blind format" photo array by a state trooper. The "blind format" meant the state trooper was "unaware of who the target of the array is and in this case what the case was about."

The boy "without hesitation" identified pictures of both Ramirez and one of his residence, according to the report.

Vieira, a 19-year veteran of the Lawrence Police Department, was also identified by the boy in a similar "blind format" photo array, according to a report by Trooper Brendan Carnes.


And for anyone reading into what I am saying here, no, clearly not his fault, there is NO chance they thought he was 18. They are absolutely rapists, even if he was seeking out dangerous meetups. The 13 and under crowd is mostly a reflection of their environment, and his seems to be quite fucked the bejesus up.

A Lawrence Police officer was sentenced to ten to twelve years in state prison at a hearing in Salem Superior Court this afternoon.
Judge Thomas Drechsler also ordered the defendant to serve five years of probation upon completion of his prison term; during which he must stay away from and have no contact with the victim and his family; seek and complete sex offender evaluation and treatment; register as a sex offender; and have no unsupervised contact with children under 16.
A jury found Carlos Vieira, 53, guilty of Aggravated Rape of a Child (2 counts) and Indecent Assault & Battery on a Child Under 14 on October 25th.

“The defendant’s conduct is an affront to the community he swore to protect,” Essex District Attorney Jonathan Blodgett said. “It’s important to acknowledge that many people were impacted by this defendant’s criminal behavior. The victim and his entire family will never be the same. I hope that they can now find some healing and peace.”
Essex Assistant District Attorney Kate MacDougall requested a 12 to 15-year sentence. In her sentencing argument, she said, “This defendant knew exactly what he was doing. There was no mistaking that the victim was a boy. And as a police officer, his actions further eroded the public’s trust in law enforcement. Worse, the victim’s mother, who poured her life into providing a nice home for her family, had to sell her house because of its proximity to the defendant’s home and the park where her son was raped.”
