Two people are charged in the death of a baby found on a street in Fulton County.
Joshua Wooters, 19, and Emily Dickinson, 20, are charged with criminal homicide, concealing the death of a child and abuse of a corpse.
The child was found March 11 at the intersection of North Second Street and Lincoln Way in McConnellsburg.
A criminal complaint alleges that Dickinson told investigators she threw the baby out the window of her apartment after giving birth.
Pathologists determined the baby died as a result of bleeding from the umbilical stump, police said.

On the morning of March 11, 2024, a tragic discovery was made near the intersection of Lincoln Way and North 2nd Street in McConnellsburg Borough. At approximately 8:45 AM, a deceased newborn male was found lying on the roadway. The Pennsylvania State Police received a call reporting the incident, and upon arrival, they confirmed the newborn’s death. The infant was located approximately 20 feet north of the intersection, just off the western sidewalk.
According to the affidavit filed by Trooper Clinton Mearkle, evidence collected at the scene included a plastic trash bag containing a blood-stained mattress cover and other disposable items. The placenta was also found nearby. The newborn was pronounced dead at the scene at 8:55 AM by Fulton County Chief Deputy Coroner Brian Barton.
Subsequent investigation efforts led Corporal Strait and Trooper Luciano to canvass the neighborhood, where they spoke with Joshua Wooters. Initially, Wooters denied any knowledge of the incident. However, further interviews and a search of the residence at 102 Lincoln Way W, Apt C, revealed significant findings.
Emily Dickinson, who resided at the apartment with Wooters, provided detailed accounts during police interviews. Dickinson admitted to giving birth alone in the apartment on the morning of March 11. She did not perform CPR on the newborn, despite being a certified CNA, because she believed the baby was too weak after she cut the umbilical cord. Dickinson recounted a harrowing series of events, including throwing both the newborn and the placenta out of the window and later covering the baby with a towel after it stopped breathing.
Wooters, who was also interviewed, revealed that he had been unaware of Dickinson’s pregnancy until about a month prior to the incident. He stated that Dickinson had not sought medical advice during her pregnancy and expressed his unpreparedness to father a child at his age. Wooters detailed the events leading up to and following the birth, including assisting Dickinson in disposing of the evidence.
The investigation also uncovered significant digital evidence from Dickinson’s phone, which showed searches related to pregnancy, childbirth complications, and abortion laws. This, combined with forensic biology reports, confirmed the connection between Wooters and Dickinson as the biological parents of the deceased infant.
On June 25, 2024, the Pennsylvania State Police filed charges against 19-year-old Joshua Coleman Wooters and 20-year-old Emily Jane Dickinson of McConnellsburg. They have been charged with criminal homicide, conspiracy to commit criminal homicide, concealment of the death of a child, abuse of a corpse, and obstructing the administration of law.
