Livingston County, Missouri, Circuit Court records filed on Wednesday, July 16, indicate that Jeremy A. Lamp, 36, and Jessica A. Lamp, 31, have been charged with child neglect.
A probable cause statement filed by the Chillicothe Police Department revealed that on Tuesday, the Lamps were at the Livingston County Courthouse for a mandatory drug screening. They had brought their son with them.
A Children’s Division employee noted that while Jeremy’s test came back negative, Jessica’s came back positive for methamphetamine usage. The parents were told that they could either choose to have Jessica stay outside of the home, have Jeremy and the child stay outside of the home, or have the child stay with a relative as a result.
However, law enforcement officials said none of these options suited the Lamps, who elected to just abandon the child without clothes, food or infant care, at the courthouse.
Chillicothe Police said they were able to locate both Lamps at the Hedrick Medical Center later that day, where they were taken into custody. During an interview with investigators, Jeremy said he left the child because the way he looked at it, “they were gonna take him anyway.”
Investigators noted that both Jeremy and Jessica showed no remorse for abandoning the child. Both also have previous convictions - Jeremy of assault, driving while intoxicated, leaving the scene of an accident and possession of paraphernalia, and Jessica of child endangerment.
