Matthew Proctor, 41, was charged with child abuse for the incident. He was arrested and placed in the Jackson County Detention Center in Kansas City, Missouri.
The attack reportedly occurred just before 11 a.m. on Tuesday, when Proctor showed up to a house where his kids were because "someone had answered the phone disrespectfully," according to a probable cause statement by police. The homeowner told officers with the Kansas City Police Department that Proctor "asked for his kids," and his son "heard the commotion, came outside, and yelled at Matthew."
That is when the violence is said to have occurred. While the probable cause statement redacts the identity of the person who was hit, it appears it was the same 15-year-old boy identified as Proctor's son, who exited the home and confronted his father.
Proctor "hit" the minor "in the face with a closed fist about three times" and the minor "fell to the ground," police said. The minor then "began to have a seizure and Matthew hit him two more times in the face."
The court document maintains that several people under the age of 18 were present and their accounts "were consistent" with the homeowner's. They also added key details helping authorities build their case.
