A family member of a mother and daughter murdered in 1999 in Coosa County has been arrested 21 years after a crime that shocked the community.

Sheriff Michael Howell on Thursday announced the arrest of 42-year-old Joe Daniel Stallions. He is charged with two counts of capital murder in the shotgun deaths of his mother, 38-year-old Bobbi Ingram, and his sister, 17-year-old Jodi Stallions. The suspect would have been 22 when the murders took place.

The deadly shooting happened Jan. 12, 1999. The two were found by Jodi Stallions’ boyfriend. Both had been shot in the head.

Authorities at the time said Stallions’ 8-month baby was found asleep and unharmed in the room with her mother. That baby – now an adult woman – was at Thursday’s press conference standing alongside the sheriff. “Hopefully we’ll get some answers,’' said Angel Wall.

The unsolved double homicide has been investigated by every sheriff’s administration since it happened, Stallions said. Several months ago, Howell said, investigators developed new leads and presented their evidence to the Coosa County District Attorney’s Office on Wednesday, which issued the capital murder warrants.

Joe Daniel Stallions, Howell said, has been previously questioned but authorities did not say whether he was previously considered a suspect. No additional details are being released because the investigation is ongoing. A motive has not been made public.

“I made it a goal of mine to bring every cold case murder to closure,’' Howell said. “These murders shocked the community and the families of these victims.”

Earlier this month investigators interviewed two witnesses key to the case, two people living with Stallions at the time of the 1999 double murder of Bobbie Dale Ingram, 38, and her daughter Jodi Angelia Stallions, 17, according to court documents. The documents revealed Stallions threatened his ex-wife and another person living with them if they revealed details of the case. The person living with the couple revealed in an interview with investigators Aug. 5 and confirmed by polygraph Aug. 10 he was with Joe Danial Stallions when Ingram and Jodi Angelia Stallions were shot.

On Monday, Joe Daniel Stallions was released from the Coosa County Jail after pleading guilty to two counts of manslaughter and receiving time served.
After new evidence arose in the 1999 murder of Bobbie Dale Ingram, 38, and her daughter Jodi Angelia Stallions, 17, the mother and sister of Joe Stallions, he was arrested and initially charged with two counts of capital murder.
Stallions had been incarcerated at the county jail since Aug. 12, 2020, Coosa County Sheriff Michael Howell said. Stallions’ guilty plea would have given him a 20-year concurrent sentence, but was split, which means he was sentenced to five years in prison and 15 years on probation. Ultimately, he was released with time served and will now serve out his probation.
When Stallions murdered his mother and sister, his 8-month-old niece was left in the home unharmed, later to be found by a family friend. Now grown, Jodi’s daughter, Angel Wall, isn’t sure if justice has been served.
Wall was told by district attorney Joe Ficquette that because there wasn’t enough forensic evidence, Stallions couldn’t be held any longer, she said.
Wall said according to Fiquette, the original evidence was lost, although he couldn’t tell her what the evidence was or who lost it.
