he Watervliet Police Chief says an adult male with autism was quickly lured to a level three sex offender's home and sexually assaulted. In addition, the perpetrator was described as having a violent criminal history and yet was given supervised release. The Chief said there is now someone out on the street who is "...unequivocally violent and predatory in nature."
Chief Centanni said 64-year-old Jamal Ali has an extensive criminal history including arrests and convictions in New York and New Jersey. He was convicted in 1984 of raping, burglarizing and assaulting a 79-year-old victim who suffered several broken bones, and sentenced to 12 and a half to 25 years in a New York State prison.
Ali was released in 2000 but he was rearrested three more times before his parole ended in 2009. According to Centanni, Ali moved to Watervliet in June of 2020 and has complied with reporting requirements as a level 3 sex offender.
In this case, the Chief said it was the speed with which Ali allegedly pounced after luring his victim that leads him to believe this was not the first time.
