Wednesday Cleveland Police arrested India Parker. An ex-lover reported she told him -- her youngest daughter, 10 year old Kaliyah, is dead. She told the man, who also has a son with India, that a bookcase fell on her. Yet a police report shows no death certificate for little Kaliyah. Nor are there any records of her in hospitals in the last five years either.

Homicide detectives are now interviewing more people trying to find out what really happened.



India, meantime, is no stranger to the system. In 2001 she was charged with child endangering. Those charges though were dropped after she went through parenting classes.



Multiple sources also tell 19 Action News that Parker has had at least one child taken away then given back by social workers.

Parker is in jail -- held for abuse of a corpse. But so far no charges have been filed yet.

Monster mom threw daughter's corpse in trash

CLEVELAND, OH (WOIO) -
A mother faced a judge Saturday morning after being charged with abuse of a corpse for what happened to her youngest daughter.

19 Action News has learned India Parker admitted to cops she threw her dead child's body out with the trash.

Kaliyah Parker vanished in 2006, when she was five-years-old. She would be 10 now, but friends and relatives say the child has not been seen in years.

We are told India would always make excuses to explain the girl's absence.

India, meantime, is no stranger to the system. In 2001 she was charged with child endangering. Those charges though were dropped after she went through parenting classes.

The judge set Parker's bond at $10,000.

Cleveland Police released the following statement Friday, Dec. 23, 2011:

Today Michael McGrath, Chief of the Cleveland Division of Police, is asking for the public's help in locating Kaliyah Parker. Parker was reported missing on Monday, December 19, 2011, to the Cuyahoga County Department of Children and Family Services. She was last seen in 2006 and was 5 years of age at that time. Kaliyah Parker's mother India Parker is being investigated by the Cleveland Division of Police Homicide Unit in c/w her daughter's missing status.

Anyone that has seen Kaliyah Parker in the last five years or with information on her whereabouts is asked to call the Cleveland Division of Police Homicide Unit by phoning 216.623.5464.

India Parker, 35, was arrested in December after police issued a missing person's report for her daughter Kaliyah Parker, who was last seen by relatives in 2006. India Parker also denied charges of desecrating a corpse.
Prosecutors said that between November 1 and December 31, 2006, Parker kept her dead daughter in the child's bed for about one week, according to Cuyahoga County prosecutors' spokeswoman Maria Russo.
Russo said that Parker placed her daughter's body in a trash bag, put the trash bag into a garbage can and set it out on the curb for pick-up by the City of Cleveland Sanitation workers.
The Cleveland Police Department issued a missing person's alert December 23, 2011 after checking with the local hospital and morgue for any reports of Kaliyah's death.
No body has been reported found by the Cleveland police and Parker has not been charged with her murder.

A Cleveland woman accused of dumping her young daughter's body in the city trash after she died in unclear circumstances was sentenced on Thursday to the maximum three years in prison.

India Parker, 35, was charged with tampering with evidence after police were told by an ex-boyfriend that she confessed that she never contacted authorities after her daughter died in 2005 from falling off a book case.

Parker later told a different story to police, saying that in 2006, Kaliyah failed to wake up and was cold to the touch. India Parker said that she then covered the body and left it in bed for about a week before putting her daughter in a garbage bag "in anticipation for garbage day" and eventually placing her in a garbage can for pick-up.

Police interviews with family and friends of Kaliyah determined that the last time anyone other than her mother saw her alive was at her fourth birthday party in 2005. Parker told police that whenever someone would ask the whereabouts of her daughter, she would tell them Kaliyah was with other family members.

Cuyahoga County prosecutor Daniel Cleary told Judge Timothy McCormick that Parker continued to collect Social Security benefits for Kaliyah after her death and admitted that, "We will never know what happened."

He went on to ask the judge for the maximum prison time for Parker. "It is rare that a case shocks us the way that this one does. Someone got away with murder in this case, but we can't prove it because there is no body," Cleary said.

At one point during the court proceedings, McCormick said he did not believe Parker's story of putting the child out with the trash and pleaded with Parker to "tell us what happened." Parker said she didn't know where her daughter was.

Parker later apologized for what she called a "lapse in judgment" for not calling the police after Kaliyah's death, and McCormick again asked Parker if Kaliyah was alive somewhere.

"God forbid if she is in harm's way and alive," McCormick said. Parker then confirmed that she put her daughter's body out with the trash.

Parker has three surviving children ages 8 to 17 years old, but none of them are in her custody. Parker lost custody of Kaliyah at birth but regained custody from the girl's paternal grandmother. Kaliyah's father is in prison.

Amber Hill, Kaliyah's paternal aunt, told the court she saw Parker in 2005 at a club, "continuing with life as if nothing had ever happened" and admonished her for her actions. "She threw Kaliyah in a garbage can like trash," Hill added.

A Cleveland woman was sentenced for cashing in on more than $41,000 in benefits intended for her dead daughter.

India N. Parker pleaded guilty to two counts of theft of government property and five counts of making false statements. The 37-year-old was sentenced to 16 months in prison.

According to United State Attorney for the Northern District of Ohio Steven Dettelbach, Parker’s 5-year-old daughter died in 2006 and she put the remains in a trash can, which was collected by a garbage truck. The girl’s body was never found.

Parker then lied to family and investigators about Kaliyah’s whereabouts. She stole $40,236 in Social Security checks and $1,393 in food stamps that was meant for her daughter, court documents said.

Parker was previously sentenced to three years for tampering with evidence and abuse of a corpse. She told investigators that her daughter died when a bookcase fell on top of her.
