Jessica C. Blick, 37, had called 911 earlier, requesting an ambulance, but didn't give much information on the phone, according to the Cape Coral Police Department.

After two officers arrived, the Cape Coral woman fought them and tried to run away from them, at one point running into the street, before she was subdued and handcuffed, they said.

Once in handcuffs, Blick kicked one of the cops in the thigh and groin until she was pepper-sprayed, police said.

She was taken to a hospital and later charged with aggravated assault and battery on a law enforcement officer and resisting arrest with violence. She was booked into the Lee County Jail.

The incident happened just before 7 p.m. Tuesday.

A Florida woman was arrested Tuesday after she refused to drop a large piece of concrete -- and instead appeared to attempt to throw it at responding officers, body cam footage shows.

Cape Coral Police Department video showed Jessica Blick, 37, on the phone outside a dollar store when officers arrived. It was not immediately clear why she had called authorities and Blick ignored the officers' requests to drop a piece of concrete she was holding in her hand.

When Blick noticed another officer approaching her from behind, she appeared to toss the piece of concrete at the cop who had been talking to her. Blick allegedly threatened to kill one of the officers, too, according to FOX 13.

One of the officers tried to deploy a Taser on her but missed twice. Blick was then seen throwing concrete at the second officer, striking him on the shoulder, police said.

The officers eventually subdued Blick and arrested her. She was charged with aggravated assault and battery on a law enforcement officer.

Her swollen eyes are indeed a response to the pepper spray. You can do Google image search online and there is ample evidence of this. If it was done at close enough rain she got it in her tear ducts and not aggravated the swelling . Given that there is no bruising as @lithiumgirl has pointed out, it was not high impact.
