A convicted gang member was arrested again earlier this month after police say he recorded himself torturing a dog for more than three months.
Jairus Scraders was booked on two counts of aggravated cruelty to animals. Fulton County police said that when the alleged abuse took place, he was out on bond for “multiple other felonies” out of another jurisdiction.
During the investigation, the Fulton County Police Animal Services Division and a SWAT team executed a search warrant at a house on Country Club Drive, which is in Chattahoochee Plantation. The home was in “deplorable conditions,” with no running water, little electricity, a roach and spider infestation and floors covered in dog urine and feces, according to police.
Police said they found two children, who were taken by the Division of Family and Child Services, and three dogs, which were removed by animal control.
“Animal cruelty is often committed in conjunction with domestic violence, gang activity, and other serious crimes like in this case,” the police department said in a statement. “The mission of the Fulton County Police Department is to protect and serve our community which includes our animals.”
Amira Wilkins was also arrested at the scene for unrelated charges.

Police say Scraders, a convicted felon and reported gang member, had videotaped himself torturing the dog over the last three months.
The wounds were so serious that officials say the dog was left paralyzed with a fractured skull and multiple broken bones and had to be euthanized.
"He did record himself in one video, actually picking the dog up and repeatedly throwing the dog up against the wall and chasing it around the room while it tried to escape," Fulton County Police Department Captain Nicole Dwyer said.
At the time that the Fulton County Police Animal Services Division and a SWAT team arrested Scraders at a home on Country Club Drive, officials said he was out on bond in Clayton County for multiple other felonies, including aggravated battery, false imprisonment, inciting a riot and conspiracy to commit a felony. In East Point, he has pending charges for reckless conduct and possession of a firearm by a convicted felon.

Three other dogs were also found and removed by animal control, two of the dogs have already been adopted.
Scraders' bond has been revoked.
"So, he will be sitting in jail for a while," Capt. Dwyer said.
