Two people are being charged with animal neglect after bringing a malnourished, dying dog to King's Harvest Animal Rescue last month.

Bettendorf Police arrested 38-year-old Dennis Terrell Stewart this week for animal neglect. They've also served a warrant for his wife 39-year-old Vanessa Bruyntjens. Police say the two didn't provide proper medical care to their dog King, who developed a twisted stomach.

News 8 first told you about the dog, which King's Harvest named Emmanual last month. Stewart took his dog to King's Harvest when the pit-bull stopped eating, saying he had found the malnourished dog in Scott County Park.

The dog had cuts and bruises and was underweight. Vet's tried to save him but he died from internal bleeding.

The police report says the couple couldn't afford medical care to correct the dog's twisted stomach. They now face misdemeanor charges.

Stewart had his initial court appearance Friday, January 24. Bruyntjens is due in court on February 20.

I read for 2 days abt a murder/ suicide of Family and the pooch ( i was spitting angry), i read of babies being beaten, left in cold cars, Rape but then i read this story and i tried, within all my might to stop the tears but lost it. The bill, introduced in the House by Rep. Ted Deutch, D-Fla., and Rep. Vern Buchanan, R-Fla., is an expansion on the 2010 Animal Crush Video Prohibition Act, which made the creation and distribution of "animal crushing" videos illegal.

The underlying acts, which were not included in the 2010 bill, are part of the PACT Act.

It will make it a federal crime for "any person to intentionally engage in animal crushing if the animals or animal crushing is in, substantially affects, or uses a means or facility of, interstate or foreign commerce," according to a fact sheet of the bill.

"I’m deeply thankful for all of the advocates who helped us pass this bill, and I look forward to the Senate’s swift passage and the president’s signature," Deutch said in a statement when the House first passed the bill on Oct. 22.

The historic law was also praised by the president and CEO of the Humane Society of the United States, Kitty Block, and the head of the Humane Society Legislative Fund, Sara Amundson.

"PACT makes a statement about American values. Animals are deserving of protection at the highest level," Block said in a statement. "The approval of this measure by the Congress and the president marks a new era in the codification of kindness to animals within federal law. For decades, a national anti-cruelty law was a dream for animal protectionists. Today, it is a reality."

"After decades of work to protect animals and bearing witness to some of the worst cruelty, it’s so gratifying the Congress and president unanimously agreed that it was time to close the gap in the law and make malicious animal cruelty within federal jurisdiction a felony," Amundson said. "We cannot change the horrors of what animals have endured in the past, but we can crack down on these crimes moving forward. This is a day to celebrate."

Warning graphic pictures. We wanted to give everyone an update on Emmanuel, the name we gave this dog when he came in. Emmanuel came to our shelter over a year ago on his death bed. His owner made up a story how he found him in Scott County Park. But officials did some investigating and found out that it was his dog. Unfortunately Emmanuel died within an hour of arriving to our veterinarian who tried so hard to save him. He had been starved and locked in a garage his whole life. Investigator said the feces was a foot deep, the only place for him to lay. His owners were charged and they just now got their sentence. A $315 fine and some community services is all Emmanuel‘s life meant due to Iowa laws. This is disgusting and heartbreaking! Please friend Preston Moore he is the Iowa state Director of the Humane Society of the United States he’s always trying to get better laws passed for the welfare of animals. The only way things will ever change is if we as a community come together and demand it from our state senator and congressmen.  If you don’t like what you see here then get involved. It’s as simple as that
