A 28-year-old Dison Ruda has been arrested and charged in the 2025 death of his girlfriend’s 2-year-old daughter.
Sheriff’s deputies responded to Blue Lake Regional Park in Fairview on March 28, 2025, after receiving reports of “a man carrying an unresponsive child.” Deputies came upon Ruda, who was blowing in the girl’s mouth and pacing until the deputies convinced him to put the child down so they could perform CPR, court documents allege.
Ruda, who speaks Chuukese, indicated that the girl choked on rice, but emergency responders found no evidence of this, according to court records. He later said she had fallen onto her forehead while playing at the park’s playground.
Deputies and paramedics who responded to the park noticed “extreme bruising to the child’s chest, neck and jaw,” court documents allege. The girl died about 12 hours after arriving at a local hospital.
The Oregon State Medical Examiner’s Office concluded the 2-year-old’s death was a homicide.
The girl’s mother was at work at the time Ruda was at the park with the child, court documents state.
Dison Ruda, 28, was booked into the Multnomah County Detention Center for second-degree murder, first-degree assault, third-degree assault, and two counts of first-degree criminal mistreatment. He was arrested by detectives with the Multnomah County Sheriff’s Office with assistance from the United States Marshals Pacific Northwest Violent Offender Task Force.
“This arrest represents months of investigative work and a collaborative effort between the Multnomah County Sheriff’s Office and our essential public safety and medical partners,” said Multnomah County Sheriff Nicole Morrisey O’Donnell. “An investigation of this magnitude requires significant resources and specialized investigative training and expertise.”
