40-year-old Tyler Grimes was arrested on animal cruelty charges after a dead dog and malnourished pets were found in his home.
They arrested Grimes on Friday on an arrest warrant following a traffic stop by Torrington police.
According to the warrant, state police began to investigate runaway dog reports on Aug. 19, 2024.

The dog that lost his life was named Harlem
Little Cat and Gonzo were taken into emergency custody.
Little Cat was severely malnourished with significant muscle waste.
Gonzo the Pitbull was malnourished, with overgrown nails and a closed ear canal due to an infection.
He was also found to have growths throughout his body and a wheeze.
His first bowel movement consisted of paper and little fecal matter.
The caller who reported Grimes stated he declined help for his pets from the town and friends. They offered to take the cat but he declined.
