Arrest Made In 2025 infant Death At Rocking Horse Ranch Day Care In Savage

Authorities say they’ve arrested a suspect in connection to the death of an infant last year at Rocking Horse Ranch in Savage.

On Sept. 22, an employee of the day care called 911 to report an infant who wasn’t breathing. The child was pronounced dead just days short of his first birthday.

The Minnesota Department of Children, Youth and Families suspended Rocking Horse Ranch’s license immediately after the death.

Search warrants indicate Harvey’s death was being investigated as suspicious in nature due to his lack of known health issues. Investigators had also learned of two similar incidents involving another child at Rocking Horse Ranch spitting up a bloodlike substance.

As previously reported, the same employee was the last point of contact in all three incidents.

Savage Police Chief Brady Juell on Wednesday confirmed Theah Loudemia Russell, 18, was arrested in connection with Harvey’s death. She is being held at the Scott County Jail on suspicion of second-degree murder, but she has not been formally charged.

Search warrants indicate Harvey’s death was being investigated as suspicious in nature due to his lack of known health issues. Investigators had also learned of two similar incidents involving another child at Rocking Horse Ranch, spitting up a blood-like substance.

Following a three-month investigation, Juell said they found a clear pattern: Russell was involved in all three incidents, had last contact with the children before the incidents occured and exhibited suspicious behavior in the immediate aftermath of each incident.

Juell said Russell, who had only been employed for three weeks at Rocking Horse ranch, exhibited “attention-seeking behavior” in the past, including intentionally setting fires, erratic behaviors towards other children and calling 911 for bogus incidents.

“Based on the totality of the evidence in this three-months investigation, we have probable cause to believe Theah Russell intentionally sufficated these children on three occasions to seek attention,” Juell said. “That third incident tragically resulted in the death of Harvey Muklebust.”

According to Juell, Russell confessed to suffocating both Harvey and the other child in three separate incidents as an “attention-seeking act,” providing detailed accounts for each incident.

“I want to be perfectly clear, however,” Juell said. “Theah Russell has confessed to the attempted murder of our first victim on two occasions and to the murder of Harvey Muklebust.”

While still not formally charged, the Scott County Prosecutor, Mike Groh, said they were working on getting official charges brought against Russell, most likely by Friday morning.
