"Three more arrests have been made in connection to a Nov. 21 fatal shooting near 6th Street and River Road, Louisville Metro Police Department spokesperson Alicia Smiley said Thursday.

The victim was identified as Rocky Siebert, 50.

LMPD officers arrested Jaliyah M. Allen, 18, and two other underage girls, ages 16 and 15, Smiley confirmed, Thursday evening. All three are charged with one count of murder.

Malik Jenkins and Kelvonnie Harris were arrested this month also in connection to Siebert’s death. They are also charged with murder."

An 18-year-old who pleaded guilty to charges in connection to a deadly shooting last year will not be spending any time in prison for now.

Jaliyah Allen pleaded guilty to several charges that include facilitation of murder to wanton endangerment, accord to Jefferson County court records.
Allen was arrested following the November 2020 shooting which took the life of Rocky Seibert. In all, five people — including two juveniles —were arrested by the Louisville Metro Police Department.
Prosecutors and the defense agreed that Allen was with the group when Seibert was killed, but was not involved in his shooting.

The judge then sentenced her to five years in prison for each of the two felonies, meaning a 10-year prison sentence. The misdemeanor charge was set at a year in prison, to run concurrently.
While Allen was sentenced, the judge said that she will not initially have to spend any time in prison by putting her on a five-year diversion program. If Allen finishes the program and has no new offenses, her charges will be expunged, according to court records.

In July 2020, 50-year-old Rocky Seibert was shot and killed near River Road and Sixth street.
Kelvonnie Harris was charged with murder, although that charge has since been amended to facilitation of murder. Harris pleaded guilty in exchange for a five year sentence.


However, for Harris, that doesn’t mean just five years in prison because while he was already jailed for this crime, he was charged and convicted for facilitation in the murder of 19-year-old Devin Robinson at Fifth and Liberty in November 2020.

He’s also charged with armed robbery in a separate case. In total, Harris was already looking at 15 years in prison coming into the courtroom.
The only question was whether the new sentence would be served concurrently (at the same time) or consecutively (back to back) with the previous sentences.
Harris will serve the additional five years for a total of 20 years in prison.

Monday, Seibert’s half-brother told WAVE 3 News he was proud of Seibert, who was working to overcome mental illness and drug addiction.

“He was on his way to recovery,” David Stevenson said. “He had come a long way and those are stories, success stories you don’t hear very often.”

Stevenson said he felt both relief and anger that an arrest had been made in the case.
Detectives said Harris was caught on camera, among a group of people, seen shooting multiple rounds into a home on North 23rd Street, where four people, including two kids, were inside. Investigators said the bullet casings matched the ones found at the scene where Seibert was shot, leading detectives to Harris.

“(Detectives) are representatives of someone who can’t represent themselves anymore,” Stevenson said. “(Detectives) are ... trying to go out there and find out what happened to the individual.”
Stevenson and Seibert had gone through a lot of loss within the last year; the family lost both parents and step-parents. Stevenson said it hurts him to know that after all the success and recovery his brother went through, Rocky was in the wrong place at the wrong time.
“I was told he fought back, resisted, and that’s why they killed him,” Stevenson said.
