A 12-year-old girl and two 13-year-old girls have been arrested and charged with murder in the beating death of a 64-year-old man last fall on Georgia Avenue NW, D.C. police say.

One of the 13-year-olds was arrested Thursday. The other 13-year-old and the 12-year-old were arrested Friday.
The arrest of the youngest girl came after she was shot and wounded in her home on Peabody Street NW earlier Friday, a law enforcement source familiar with the investigation told News4.
Reggie Brown, a 64-year-old Northwest D.C. resident, died after he was assaulted on Oct. 17, 2023. Officers responded to the 6200 block of Georgia Avenue at about 12:55 a.m. He had injuries consistent with an assault and was pronounced dead at the scene, police said. An autopsy determined he died of blunt force trauma and was a homicide victim.
Video a detective called "horrific" played in court Friday evening showed three girls kicking and stomping Brown. They appeared to be in a celebratory mood as they walked away.

Detective Harry Singleton testified Friday a man in a blue coat threw Brown to the ground. Then the man and a group of girls followed Brown as he tried to get away.
Singleton found no connection between Brown and the girls.

The 13-year-old girls were taken to a secure youth facility after Friday's hearing. The 12-year-old girl will be in court Saturday.

All three have been charged as juveniles, and one of the three recorded the beating on her cell phone, the clip showing five girls chasing the man, dragging him off a chain link fence as he tried to escape them, then stomping his head into the concrete, according to the Washingon Post. They also pulled his pants down around his ankles, took off his belt, and beat him with it.

When they saw blood pooling around Reggie Brown’s head, the girls laughed. “He’s leaking,” one said.

Police found Brown’s body at about 1 a.m. on October 17, and an autopsy determined he died from blunt force trauma. A homicide detectives testified during the hearings that Brown was disabled, with mental health issues, had a metal plate in his head and two fingers on each hand.
Homicide Detective Harry Singleton played the cell phone video in court on both days, along with security camera footage that he said shows the events leading to the fatal beating. In that video, an unknown man is seen dragging Brown off Georgia Avenue by the collar. He throws Brown against a wall, and the victim falls to the ground.
Brown gets up and tries to stumble away, but the five girls approached the unknown man and one asks, “Can I fight him?” a witness told police. The man says, “Yes,” and the girls chase Brown into an alley.

The 12-year-old pulled him off the fence, Singleton said, and the others kicked him.

Singleton testified that the girls didn’t know Brown or the unidentified man and that it wasn’t known if the two men knew one another. One of the girls told police that the unidentified man, believed to be in his 20s, threatened to shoot them with a gun he had in his waistband.
The judges on Friday and Saturday ordered the girls held at the Youth Services Center but dismissed first-degree murder charges against them. They were charged with second degree murder, and are due back in court on Thursday.

This just made me sick to my stomach.

The girls should be tried as adults and sterilized because they are already broken beyond repair.

Going to say it again I would celebrate them being found face down in the gutter in their own blood.

The twelve year old is a rabid animal.

Two of the five teenage girls accused of beating a man to death in October 2023 appeared in court Friday, during which the 13-year-old defendant punched a U.S. Marshal.

The 13-year-old and a 15-year-old are the latest arrested in the death of 64-year-old Reggie Brown.

Brown was found dead along Georgia Avenue in Northwest D.C. on Oct. 17, 2023. Officials say he was beaten to death. Since his death, five girls have been arrested in connection. In March, three girls, two 13-year-olds and a 12-year-old, were charged with second-degree murder.
On Thursday, police announced the additional arrests and the newest accused killers were scheduled to appear in court. That appearance began around 3 p.m. and didn't wrap up until just before 10 p.m. but not before a wild scene broke out in the courtroom.

WUSA9 was in the courtroom when the 13-year-old defendant interrupted proceedings and punched a U.S. Marshal. That girl was later taken away from court on a stretcher.

Prosecutors then proceeded, laying the case out against the 15-year-old defendant, the oldest suspect in Brown's death.
On Friday, prosecutors played video of the attack captured not only by surveillance cameras but also cellphone video of the brutal beating. That video was allegedly recorded by one of the girls accused of killing Brown.

The videos show five young girls and a man chasing Brown into an alley, then capture the people kicking Brown as he lay in a pool of blood. Afterward, the camera turned as the girls took selfies.

In addition to the second-degree murder charges, the young girls face a charge of tampering with evidence. The pair will be held at the DC Youth Services Center until their next court appearance.

Just Disgusting
A 15-year-old girl was sentenced to three years of detention in a youth facility for her role in the fatal group beating a 64-year-old disabled man in Washington, DC last year.
Reggie Brown, who was fighting cancer and had debilitating lupus, didn't know the five teen girls who prosecutors said unleashed the unprovoked gang attack on him just after midnight in an alleyin October 2023.

In August, a court heard the horrific details of the crime and saw cellphone video allegedly recorded by one of the girls during the assault.
The attackers, aged 12 to 15 at the time, were reportedly seen kicking Brown, stomping his head into the pavement, pulling his pants down around his ankles, and removing his belt to beat him with it.

The video also shows them celebrating what they had done, according to prosecutors.
At the time of his death, Brown weighed just 110 pounds and was undergoing cancer treatments.

A previous fall necessitated a metal plate to be surgically implanted into his head, and he only had two fingers left on each hand because of his various illnesses.
The 15-year-old attacker, whose younger sister also allegedly participated in the beating, stood in court Thursday and apologized to Brown's family while her mother watched on video, according to The Washington Post.

'I made a very important mistake. I just wanted to be by my sister's side. But what we did was wrong,' said the teen, who was the first of the group to plead guilty.
'I feel horrible. I don't have the power to make things right. But I will keep these feelings with me throughout my life to be the best citizen I can be.'

Judge Kendra D. Briggs repeatedly described the attack as 'horrific' as she handed down the sentence.

Briggs also told the girl she should have been a role model for her younger sister instead of following her directions.
Thursday's proceedings centered on details of the teen's mental health and schooling that Briggs ordered reporters in the gallery not to disclose.

The five teens were charged with Brown's murder in March, and have been in the custody of DC's Department of Youth Rehabilitation while awaiting trial.

If convicted, four of the girls could face a maximum penalty of confinement to a Department of Youth Rehabilitation facility until they turn 21, after which they would have to be released by law.
The 15-year-old initially pleaded guilty to second-degree murder, but prosecutors downgraded that to assault with a dangerous weapon, which they said was her foot.
Gabrielle LoGaglio, a prosecutor with the District's Office of the Attorney General, said videos show the teen kicked Brown only once in the upper body, then stepped back as the others continued beating him.

'She has cooperated and debriefed authorities about the actions of herself and her friends,' LoGaglio said. 'And during the attack, at least she had the good sense to step back and stop.'

Two teen girls, 13 and 14 years old, were found guilty of kicking and stomping to death a 64-year-old disabled man they didn’t know because they were bored.
A judge in Washington, D.C., on Monday found the girls guilty of second-degree murder, assault and conspiracy to commit assault in the death of Reggie Brown. The 13-year-old girl was also found guilty of tampering with physical evidence. They face imprisonment until they are 21 years old when they are sentenced next month.
Geoffrey Harris, the attorney for the 13-year-old, said his client should have been charged only with assault, the Washington Post reported.

“She did not have any intent to kill,” Harris argued. “His death was not intentional. She was only 12 at the time. She was a follower, not a leader.”
The 14-year-old’s attorney, Victoria Clark, said her client wasn’t involved, the Post reported.

“She was not part of this,” Clark said. “The prosecutor has not proven she was part of the attack. The evidence is unreliable, untrustworthy and unacceptable.”

A 13-year-old girl accused of beating a 64-year-old man on Oct. 17, 2023, was sentenced on Wednesday.
She is one of five girls charged in the murder of 64-year-old Reggie Brown. One of the girls was sentenced two months ago.
The 13-year-old addressed the court and apologized to Reggie Brown’s family, but Brown’s sister said she didn’t feel the girl was remorseful.

“It’s saddens me that these young girls can be so brutal and do something so severe,” said Malda Brown. “But I’m just grateful that the judge did give them the time that D.C. commits until 21. So we’re grateful for that.”
Prosecutors showed a graphic cellphone video of the girls beating Reggie Brown in an alleyway and the 13-year-old kicking Brown in the head.

She was also seen celebrating while leaving the scene.
The defense argued that the girl was only 12 years old at the time of the incident and asked for her to be committed until the age of 17 so that she could still have access to more resources once she got out.

The judge, however, sentenced her to be committed until 21 saying that the girl was in desperate need of services.

Issues with Placement and Rehabilitation
Even after sentencing, some of the teens faced significant delays in being transferred to long-term rehabilitation facilities due to the violent nature of their crimes and a lack of available beds in D.C..
  • Transfer Delays: In June 2025, it was reported that one 16-year-old had spent nearly a year in local custody without receiving her court-ordered therapy because more than a dozen facilities had rejected her placement.
  • Georgia Facility: A contract was eventually expected to be signed in mid-2025 to transfer one of the girls to a specialized rehabilitation facility in Georgia.
The adult male suspect, believed to have instigated the attack and identified in surveillance footage as wearing a blue coat, reportedly remains at large.
