The issues with the animals have been known since April. Authorities contacted Kay Davis about the distressed animals and she promised to have veterinary care by May 5. That never happened. The horse was even in worse condition. Has you can see in the photo below the horse is a walking skeleton.
There was also an overweight potbelly big and 5 dogs trapped in shit covered kennels.

Neglected Animals Seized from Hernando Co Property Owner Cited
Animal Enforcement officers first came out to the property in April. When they came back May 31, the animals looked in worse shape.

That looks like a decent horse if he can get back his form. Poor thing has probably been eating sand.
