“When I first became mayor, [a white woman told me] the town was not ready for a Black mayor,” Braxton recalls.

The town is 85% Black.



Newbern, Alabama

"In 2020, a controversy arose as the only candidate to file for the mayoral election — Patrick Braxton — was obstructed from assuming office by the previous officeholder (Woody Stokes III) and the town council.

It is alleged that a proper election has not been held in Newbern in decades, with the mayorship being passed from "one friend to another".

As of June 2023, Stokes remains the acting mayor, with Braxton unable to carry out any duties.

In response, Braxton filed a federal civil rights suit, arguing that the actions of the town council constitute racial disenfranchisement.

This is further compounded by the fact that despite being a majority black town, executive offices in Newbern have historically been exclusively held by white people."

" According to the lawsuit, the city council was informed in August 2020 that Braxton was the incoming lawful mayor, but the city council called a special undisclosed meeting, where it passed a city resolution creating a new election and moving the deadline to file for candidacy back."

" Braxton says in the lawsuit that the second election never took place, and no one knew about it until Braxton discovered the discarded meeting minutes in the City Hall.

In the minutes, a councilman introduces a resolution announcing that Braxton is the mayor which passes unanimously, but Woody then says that Braxton's election was a "mistake" and needed to be rectified through a new election, the lawsuit says. "

They changed the locks to the town hall which also serves as the fire station.
Patrick Braxton has been a volunteer fireman for over a decade.

" Not only has he been locked out of the town hall and fought fires alone, but he’s been followed by a drone and unable to retrieve the town’s mail and financial accounts, he says.

Rather than concede, Haywood “Woody” Stokes III, the former white mayor, along with his council members, reappointed themselves to their positions after ordering a special election that no one knew about."

" “I have been on several house fires by myself,” Braxton says. “They hear the radio and wouldn’t come. I know they hear it because I called dispatch, and dispatch set the tone call three or four times for Newbern because we got a certain tone.”

"Two years ago, Braxton says he was the only volunteer firefighter in his department to respond to a tree fire near a Black person’s home in the town of 275 people.

As Braxton, 57, actively worked to put out the fire, he says, one of his white colleagues tried to take the keys to his fire truck to keep him from using it.


In another incident, Braxton, who was off duty at the time, overheard an emergency dispatch call for a Black woman experiencing a heart attack.

He drove to the fire station to retrieve the automated external defibrillator, or AED machine, but the locks were changed, so he couldn’t get into the facility.

He raced back to his house, grabbed his personal machine, and drove over to the house, but he didn’t make it in time to save her.

Braxton wasn’t able to gain access to the building or equipment until the Hale County Emergency Management Agency director intervened, the lawsuit said."

For 3 years Mayor Braxton thought honesty, integrity, fairness, the law, would prevail. He believed people would do the right thing.

He, like a lot of people, have a hard time accepting the reality, that people won't do the right thing unless they are forced to.

That's why so many people didn't understand the BLM movement and mocked it. EVERYTHING else had been tried. And nothing was changing.

Mayor Braxton filed a federal lawsuit in June.

He seems like a gentle soul, a quiet person.

"I was on top of the world" is how he felt when he called his mom to tell her he was the new mayor.


"When Black families called in to report fires, he would be the only firefighter to show up to the call. He would have to call firefighters from neighboring towns to help."

"The week after being sworn in, they passed a resolution officially affirming their right to act as signatories for the town at the bank. Braxton took the resolution to the bank, but was told that he would not be able to speak with anyone. He returned everyday, even bringing his oath of office. The bank refused to recognize it, saying that Braxton was not the mayor.


"That’s when Stokes attempted to lock him out of town hall. But the antics didn’t stop there. The following January, Braxton went to the post office to retrieve the city’s mail. He paid for the city’s post office box himself, because he had been barred from using city accounts. He asked the white woman working there why he wasn’t getting city mail. She told him that she had received an email saying that he was not the mayor."



A returnee to the town, Mrs. Lewis, experienced this after her house in Newbern burned down one night...

"... Lewis said it wasn’t until she began receiving hate mail that she realized there might be a connection between the fire and her support for Braxton. One note she received reads:

“You f**cking n****r b***h get your n****r ass out of my town right now with non n****r mayor braxton or die or get burn down. I’ve been watching you 4 kids right and your n****r new home. If you do [sic] get out of my town you and that n****r non mayor Braxton gona [sic] die.”

The letter included images of swastikas and a drawing of Braxton and Lewis being hung from a tree.



"In early 2020, it was there that Braxton ran into Stokes and told him that he was running for mayor and that he needed Stokes to give him the proper paperwork. Braxton said Stokes told him that wasn’t possible

“We can’t have elections here. We don’t have ballot boxes,’” Stokes told him.

Braxton was undeterred. He had plans for how he wanted to improve his community as mayor."

" Braxton asked Stokes for the application materials. Stokes told him to wait there, and that he would go home to see if he had the proper materials. Stokes returned, told him that he could not find the documents and that Braxton would have to drive to the Peoples Bank in Greensboro, where Newbern’s postmaster, Lynn Thiebe, worked, for the papers."

She gave him the wrong paperwork.

" Later, with the help of people in the county courthouse, he was able to fill out the correct forms.

By the end of July 2020, Braxton received a call from the probate judge Arthur Crawford, the election official in Hale county. Crawford told him that he was the only person who qualified to run for mayor and, therefore, was mayor by default, Braxton said."

--" Braxton asked both white and Black residents, as part of his efforts to unify the town. All of the white residents said no."--


But Stokes and the town council didn't like this....

" To resolve their “mistake”, the lame duck councilmembers decided to have an election, for which they would all run for office. The councilmembers filed all of the necessary paperwork, albeit late, and, 10 days later, declared themselves councilmembers by default because no one else ran in the election.

The problem is that no one else even knew about the election, as there was no printed notice."

The Black people in the town are probably terrified to support Braxton. Look at that horrible letter that Mrs. Lewis received.

I was just wondering, since he’s the only one fighting black fires, actually gives the impression they’re turning their backs on him, figured it meant no support from town’s people and there actually was no election so no one actually voted for him, seems he’s in this fight alone. I don’t know how to read this issue, but it does seem a one man battle, an election should be held and winner take control. Seems some judge saying he won because no one else ran, doesn’t sit well with the town

Though he had little to do with her upbringing, he had paid for her college education and took an interest in her and her family all his life.
Bet that's why it stayed Strom's little secret until he died.

Would be an interesting history fact for CRT but I'm curious how Florida would spin it (if it bothered to mention it at all).

I’m glad that Essie received a college education and that “Daddy-o” took an interest in her, but if that happened today, old Strom wouldn’t be able to keep it a secret. But he did well by his daughter.

Essie fared much better than poor Sally Hemings. She wasn’t even freed until after Jefferson’s death. History says that she became Jefferson’s “concubine” on a trip to Paris. She was only 14! Jefferson’s wife had died, but even so….

I doubt that kids in Florida will never learn about either of these ladies. I have a nine year-old cousin there, and I can’t help but wonder what they’re not teaching him.
